Getting a Wealdstone flat ready to let under selective licensing
From 1 September 2026 every privately rented home in Wealdstone North and Wealdstone South wards needs a licence from Harrow Council, under a selective licensing designation that runs for five years. Shared houses have their own timetable: Harrow's previous additional HMO scheme ended on 5 August 2026, and the council plans a new one for homes shared by three or four people from two or more households (dates on the council site). In Wealdstone South 47.6% of households live in flats and 10.3% of all households are in flats carved out of houses; private renting, at 41.7%, is well above the Harrow figure of 29.6%.
So many Wealdstone builders cleans are flats between tenancies: new flooring, a fresh kitchen or a bathroom refit, then a clean before the next tenant moves in. The crew works top to bottom through dust in every room, wipes the kitchen units inside and out once they are empty and the appliances outside, then does the tiles, grout, screen and taps in the bathroom. The inside of the oven is an extra. Let the office know how the crew gets the keys and when the tenancy starts.
The Forward Drive recycling centre and who clears the rubble
Harrow's one recycling centre is at Forward Drive, HA3 8NT. Residents must book every car visit and can bring up to five bags of their own rubble, soil and hardcore; vans pay at the weighbridge, and asbestos is not taken. Builders tipping trade waste skip the booking but pay £362 a tonne for general waste, with a £125 minimum. A landlord who hands rubble to an unlicensed collector risks a £300 fixed penalty, so ask for the carrier's Environment Agency licence and a full invoice.
The rubble, old carpet and offcuts have to be gone before the clean. The crew removes the builders' dust and residue; it does not carry waste out to a van or a skip.
Edwardian and inter-war terraces, and the new flats to come
Wealdstone has more terraces and Edwardian houses than most of Harrow. In the Council Tax records 17.9% of properties in the area with a recorded build date are from 1900 to 1918 and 44.5% from 1919 to 1939, and 27.5% of households in Wealdstone South live in terraces, against 16.9% across the borough. There are no conservation areas within 800 m of the middle of Wealdstone South ward. In a terrace the dust from a knocked-through ground floor gets into the stair rail, the door tops and every skirting board, and the crew goes over them twice.
New homes are on the way as well. Harrow's Local Plan 2021-2041 plans for at least 8,300 homes in the Harrow and Wealdstone Opportunity Area, and 360 properties in the area already date from 2015 or later. Handover cleans in new flats mean fine dust in the units and film on doors and appliances. Haze across a new tiled floor is the hard floor deep clean, an extra at £6 a m²; see tile and grout cleaning.
What does a builders clean cost in Wealdstone?
A 1-bed flat after a refurbishment usually takes 2 cleaners for 3 hours: £212 all in. A 2-bed flat after a new kitchen and bathroom is more often 2 cleaners for 4 hours at £272, and a 3-bed terrace after building work 2 cleaners for 5 hours at £332. Each total is £30 per cleaner-hour plus £32 for equipment and detergents; our prices list every size. Carpets that stayed down through the works are vacuumed, and a deeper carpet cleaning before a new tenancy starts from £36 for a bedroom.
In a controlled zone, a virtual visitor permit at £3 a day is the easy way to park the crew's van. Crews also work in Stanmore to the north and Pinner to the west, and the council's skip, scaffold and suspension fees are on the page for the rest of Harrow.

Can you clean a flat between tenants after a quick refresh?
Yes. After decorating only, a 1-bed usually takes 2 cleaners for 3 hours, £212 all in. Book about a week ahead and give the office the date the new tenancy starts.
Will the crew take the old carpets to Forward Drive?
No. Old carpet, rubble and offcuts go with the builder or a licensed waste carrier before the clean. The crew deals with the dust and residue only.
Is the inside of the oven included?
No. Appliances are wiped outside as part of the builders clean; cleaning inside an appliance or an oven is an extra. Mention it when you book.
Does selective licensing change what the clean covers?
No. The licence is between the landlord and Harrow Council. The clean is the same: dust, kitchen, bathroom, windows inside and floors, so the flat is ready to let.
