Building noise hours in Hillingdon
Building noise that can be heard at the boundary of a site is allowed from 8am to 6pm Monday to Friday and 8am to 1pm on Saturday, and not at all on Sundays or public and bank holidays. After a complaint the council writes to whoever is responsible, can serve a notice requiring them to keep to the hours, and then makes spot checks.
Plan the clean around the last noisy day. Sanding, cutting and drilling make the dust; once they have stopped, the crew can clean without new dust landing behind it. If the decorators finish on a Saturday morning, a clean the following week leaves the dust time to settle before the crew starts high and works down.
Skip permits, scaffold licences and parking suspensions
Only the skip company can apply for a skip permit in Hillingdon, never the householder or the builder. It costs £90 per application for a Hillingdon resident or £94.50 for a non-resident and takes up to five working days, and the council may refuse a skip within 50 metres of a school, near a junction, on a road under five metres wide or on a high street. Scaffolding, hoardings and fences on the road or footway need a licence applied for by the scaffolding contractor, who must hold at least £5 million of public liability cover and give at least 10 working days' notice with a drawing of the footway left clear.
A parking bay suspension costs £48.50 per five-metre space per day, with seven full working days' notice for permit or shared-use bays, and usually runs 8am to 6.30pm on weekdays. A skip, scaffold or stored materials in a suspended bay are charged on top. For a one-day clean that is rarely needed. Residents in a permit zone get their first 10 visitor vouchers free and pay £15.60 for each further 10, and a drive is the simplest space of all. A free space or a permit is what we ask for; if the crew has to pay to park, that is passed on at cost.
Harefield: the only tip that takes building waste
Hillingdon treats waste from building, demolition and kitchen or bathroom refits as commercial waste and takes it only at the Harefield Civic Amenity Site, which accepts bathroom suites, kitchen units, doors, windows, flooring, plasterboard, bricks, rubble, concrete and soil. Residents may leave a small DIY allowance free each day, about five black bags or four single items such as a door or a sink. Above that the whole load is weighed and charged at £333 a tonne, with a £33.30 minimum, or £130 a tonne for clean hardcore with no plasterboard. Cars need a HillingdonFirst card; vans need photo ID and a recent household bill and are limited to 12 visits a year.
A refit fills a van well past the free allowance, so the builder or a registered waste carrier should take it. The crew cleans and leaves the waste to them: no rubble, offcuts or old units go in the cleaners' van.
Extensions, conservation areas and building control
From 22 September 2014 a borough-wide Article 4 direction has removed permitted development rights for single-storey extensions more than 4 metres beyond the original back wall, so a big rear extension here needs full planning permission. Converting a family house into a small HMO will need permission too, under a direction the council agreed on 27 November 2025. Hillingdon has 31 conservation areas, from old village centres such as Ruislip to planned estates and canal-side buildings.
Building control is the council's own team. With a building notice, work can start 48 hours after the notice goes in, the builder sends a completion notice within five days of finishing, and the completion certificate is free. Book the crew once the extension is plastered, painted and empty of tools. The kitchen gets the longest time, with every cupboard cleaned inside and out once empty; cleaning a new kitchen or bathroom covers it.
Heathrow, Hayes and the new homes in the south
The London Plan puts two opportunity areas wholly or partly in the borough: Heathrow, shared with Hounslow, with room for 13,000 homes and 11,000 jobs, and Hayes, with 4,000 homes and 1,000 jobs. It also sets Hillingdon a ten-year target of 10,830 net new homes for 2019/20 to 2028/29. The government backs a third runway at Heathrow; the decision sits with the Transport Secretary, and the council remains opposed.
New flats near the Elizabeth line at West Drayton (UB7) and Hayes, and the blocks around Uxbridge, need a handover clean: film and labels off the glazing, silicone and grout smears in the bathrooms, dust out of cupboards and vents. Labels and paint flecks on new windows explains the glass.
What a builders clean costs in Hillingdon
At the 2021 Census 35.1% of households lived in semis, 19.9% in terraces, 13.9% in detached houses and 30.8% in flats, and 56.6% owned their home. A 3-bed semi after a refurbishment or an extension usually takes 2 cleaners for 5 hours: £332 all in. A 4-bed is 3 cleaners for 4 hours, £392, and a large detached house of five bedrooms or more in Northwood is 3 cleaners for 5 hours, £482, because the crew grows on big houses. In a house of three bedrooms or more, each bathroom beyond the second adds roughly an hour and a half. Each total is the cleaner-hours at £30 plus a single £32 charge for equipment and detergents; the full price list has the add-ons.

Can the crew park on our drive?
Yes, and it is the easiest option. If there is no drive, a resident's visitor voucher covers a permit bay, and the first 10 vouchers are free.
Will you take the old kitchen to Harefield?
No. Building waste goes with the builder or a registered waste carrier. The crew needs the rooms clear of rubble, units and offcuts before it starts.
How much does a builders clean of a 4-bed detached house cost?
After a standard refurbishment it usually takes 3 cleaners for 4 hours: £392 all in. After a full renovation it is heavy work at £632, and extra bathrooms add time.
Do you cover Hayes, Harefield and Ickenham as well?
Yes, the whole borough. Send your postcode and photos through the form and the office rings back between 8am and 7pm to confirm a date.
How much notice do you need after an extension is finished?
About a week is usually enough, and Fridays and weekends go first. A 50% deposit by card or bank transfer secures the date.
