Knotty Ash conservation area and the road-facing rule
The heart of Knotty Ash, near L14 5NR, sits inside the Knotty Ash conservation area, and the Newenham Crescent conservation area also reaches within 800 m. Fifteen listed buildings stand inside that circle, all Grade II.
In most Liverpool conservation areas an Article 4 direction controls changes to windows, doors, roofs and walls all round a house. In Knotty Ash it applies only to the elevations that face a road. So the front sashes, door and boundary wall are the parts most likely to be original, and new glazing is more likely at the back, in an extension or a dormer.
The crew treats each side differently. At the front it cleans old glass and painted frames gently and lifts paint flecks only where they come off without scratching. At the back it takes the labels and film off the new units, cleans the tracks and sills, and wipes sealant smears where they will come off; window cleaning after the builders has the detail.
Interwar semis in L14, and no new homes since 2015
The council tax list for this part of Knotty Ash and Dovecot Park ward has 2,870 homes, and 46.3% of homes with a recorded build date went up between 1919 and 1939. None at all is recorded from 2015 or later. 37.9% of households live in a semi, 30.2% in a terrace and 20.0% in a purpose-built flat; 58.4% own their home.
With no new estates, the work here is refurbishment. A loft conversion sends dust down the stairs into every bedroom below, and a rear extension spreads it from the kitchen through the hall. The crew starts in the loft room and works down floor by floor, cleaning the stair carpet, spindles and handrail on the way, and does the kitchen last.
Old Swan recycling centre and the sites over the Knowsley boundary
The crew removes no waste. If you did the work yourself, the Old Swan recycling centre on Cheadle Avenue (L13 3AF) takes residents' rubble and plasterboard, and it is the only Liverpool centre that takes paint. It opens every day, 8am to 5pm from October to March and 8am to 8pm from April to September. A van or trailer needs a free booking, and loads that look like trade waste are refused, so anything a builder pulled out goes with the builder.
Over the boundary in Knowsley, a different council with its own rules, the brownfield register lists the Thingwall Hall residential home site on Thingwall Lane, Roby, for about 120 homes without planning permission, and the Roby Hotel site at 104 Greystone Road, with permission for 9 homes granted in February 2025.
What a builders clean costs in Knotty Ash
The price is £30 per cleaner-hour plus £32 for equipment and detergents. An interwar 3-bed semi after a loft conversion usually takes 2 cleaners for 5 hours: £332 all in. Crews also work in West Derby to the north and Childwall (L16) to the south; east of the boundary, builders cleans in Huyton follow Knowsley's rules. Liverpool's skip and scaffold fees are on after builders cleaning in Liverpool.

Does Article 4 cover the back of my Knotty Ash house?
In the Knotty Ash conservation area the direction covers only elevations facing a road. Check with the council's planning team before the works; the clean is the same either way.
Can I take plasterboard offcuts to Old Swan myself?
Yes, if they come from your own DIY. Book a slot first if you are using a van or trailer. Waste from a paid builder is refused.
Do your crews work in Roby and Huyton?
Yes, at the same prices. Those streets are in Knowsley, so the skip, scaffold and waste rules are Knowsley Council's.
Is inside the new loft wardrobes part of the clean?
Yes, once they are empty: shelves, rails and doors inside and out. The crew does not move belongings into or out of them.
