Knowsley's post-war houses and where the dust ends up
Knowsley's Core Strategy says most of Huyton, Kirkby, Prescot, Whiston and Halewood was built from the 1920s onwards, much of it overspill housing for Liverpool, and that the Kirkby and Huyton town centres date mostly from the 1950s and 1960s. Prescot is the old town. At the 2021 Census 43.1% of the borough's 66,073 households lived in semis, 31.5% in terraces, 15.0% in detached houses and 10.1% in flats; 60.3% owned their home and 25.3% rented from a social landlord.
So a typical job here is a semi or a terrace after a new kitchen, a knock-through or a rear extension, with every wall in the room skimmed and the sanding dust carried up the stairs. The crew starts on the door tops, light shades and airing cupboard shelves, works down to skirting and floor, and dusts the ledges again before it leaves.
A 3-bed gutted and replastered throughout usually takes 3 cleaners for 5 hours (£482); a 4-bed detached house after a standard refurbishment is 3 cleaners for 4 hours, £392 all in. Getting plaster dust out of a home has the method room by room.
Skip permits, scaffold licences and bay suspensions in Knowsley
Knowsley's 2026/27 highway charges put a skip permit at £25 for one to seven days and £25 for each further seven. Only a registered skip operator with £5 million public liability cover and a waste carrier licence can apply, permits are usually processed within two working days, and the council allows one skip per site. A skip on the road without a permit brings a £109 penalty on top of the permit charge.
A scaffold or hoarding licence, applied for by email to the street works team, costs a £135 licence agreement and a £135 inspection, then £90 for the first seven days and £26 a week for anything up to 10 metres long. A crane or cherry picker notice is £183 a day, and a parking bay suspension is listed at £220.
Noise is dealt with by complaint: the environmental health team looks into DIY noise only when it is persistent, after the neighbour returns a noise log within 21 days, and can serve an abatement notice, seize the equipment or prosecute. For the clean, have the skip collected and the scaffold down first; outside glass (an extra) can only be reached once nothing is in the way.
Builders' waste and the Huyton and Kirkby recycling centres
Knowsley's bulky collection costs £30 for up to five items or £58 for six to ten, on set days by area. It does not take fixtures and fittings: bathroom furniture, internal and external doors and kitchens are all excluded, so a ripped-out kitchen leaves with the builder.
The borough's two household waste recycling centres are on Wilson Road in Huyton (L36 6AD) and Depot Road in Kirkby (L33 7UZ). The Merseyside Recycling and Waste Authority runs both, open 8am to 5pm from October to March and 8am to 8pm from April to September. They take householders' rubble and plasterboard; paint goes to Huyton only, and cement-bonded asbestos is accepted at Huyton by appointment. Arriving in a van of any size, or with a 2 to 3 metre trailer, needs an appointment, with a limit of 12 such visits a year.
Whoever carries the waste away, ask for their Environment Agency registration (a CBDU number) and write down the vehicle details. The council warns that using an unregistered contractor can lead to an unlimited fine. The crew loads no skips and takes no materials, and it needs the rooms clear of them before the clean begins.
Conservation areas, Article 4 and building control fees
Knowsley has 15 conservation areas: five in Kirkby, four around Huyton, and Prescot Town Centre, Halewood Village, Knowsley Village, Tarbock Village, Tarbock Green and Town End in Cronton. In Ingoe Lane, St Michael's Church and Knowsley Village an Article 4 direction means replacement windows and doors, new roofing materials, porches and in some cases outside painting need planning permission.
New timber frames there come with labels, pencil marks and paint on the glass, which the crew lifts where it will come off without scratching. Kirkby has the most conservation areas of any town in the borough, and in Huyton the Grade II* Church of St Michael gives its name to one.
Building control is the council's own service. For 2026/27 an extension under 10 square metres costs £243.60 for the plan check plus £426 for inspections, or £703.20 on a building notice, and a loft conversion with a dormer is £243.60 plus £532.80. A dormer loft is among the dustiest jobs to clean after, because the dust drops through the hatch and down the stairs.
New homes at Halewood, Whiston and Prescot
The council's monitoring report for 2024/25 counts 556 new homes (461 net), just over half of them affordable, against a plan target of 450 a year. Halewood had 188 completions, Huyton 120 and Kirkby 18, and building continues at East of Halewood, Halsnead Garden Village in Whiston and a former garden centre site in Prescot.
A new house needs a lighter clean: film and labels off the windows, dust out of the units and wardrobes, silicone smears lifted where they will come off. A new 3-bed is usually 2 cleaners for 4 hours, £272 all in. Grout haze across a whole tiled floor is a separate hard floor deep clean at £6 a m², and paint and labels off new windows covers the glazing.
Parking permits and HMO licences for Knowsley landlords
If the house has a drive, keep it free for the crew's van. In a residential permit zone each property gets one visitor permit and applications take up to 7 days, so sort it before the day; paid parking is passed on at cost.
A shared house let to five or more people from two or more households needs a mandatory HMO licence. Knowsley's 2026/27 fee for five years is £875 for 5 people, £1,206 for 6 to 10 and £1,550 for 11 to 15. Between tenants a 5-bed shared house after a refurbishment usually takes 3 cleaners for 5 hours: £482 all in, and each extra bathroom adds roughly an hour and a half of cleaner time. Our prices lists every size.

Will the crew take our old kitchen to the Huyton tip?
No. The crew does not remove builders' waste, and Knowsley's bulky service will not collect kitchens, doors or bathroom furniture either, so the builder or a registered waste carrier takes them. Write it into the building contract.
How much is a builders clean for a 3-bed semi in Knowsley?
After a refurbishment it is usually 2 cleaners for 5 hours, £332 all in: £30 per cleaner-hour plus £32 for equipment and detergents. A new build needs less time and a full renovation more.
Can you clean a new house at Halsnead or East of Halewood before we move in?
Yes, once the developer has handed over the keys. If snagging trades are due back, book the clean after their last visit so their dust is not left behind.
Our plasterer is still in the back bedroom. Can the crew start downstairs?
No. The works have to be finished everywhere, with tools and rubbish out and water, power and lights on, because dust from one room travels through the whole house.
