Liverpool homes: Victorian terraces, interwar semis and new city-centre flats
Liverpool is a city of terraces and semis. In the 2021 Census 37.9% of its 207,491 households lived in a terraced house, 30.7% in a semi, 8.2% in a detached house and 23.2% in a flat; 47.4% owned their home and 26.1% rented privately.
The mix changes from one district to the next. In Anfield and Wavertree (L15) more than eight in ten homes with a recorded build date went up before 1919, and a refurbishment there shakes old plaster dust out of ceilings, picture rails and the tops of doors. In Childwall nearly four households in five live in a semi, and the usual job is a loft conversion or a kitchen extension.
The centre is the newest part. In the census area round Brownlow Hill (L3 8HR), 42.2% of homes with a recorded build date are from 2015 or later, and 73.8% of households rent privately. A city-centre job usually means a new flat between tenants and a lift to book.
Building hours, skip permits and scaffold licences in Liverpool
Liverpool City Council allows building work that can be heard beyond the site from 8am to 6pm Monday to Friday and 8am to 1pm on Saturday, and none on Sundays or bank holidays. A contractor who needs longer must agree it first with the council's Environmental Protection Team.
Road fees as listed on the council site in October 2026 (no fee year given):
| Item on a Liverpool road | Council fee |
|---|---|
| Skip permit, up to 7 days | £44 a skip |
| Domestic scaffold or hoarding | £85 up to 7 days, £156 up to a month, £382 for one to three months |
| Admin fee per scaffold or hoarding application | £50, non-refundable |
| Parking bay suspension | £30 per 5 m bay per day, plus £50 admin |
Only skip firms registered with the council can apply, at least two working days ahead, and a skip found without a permit brings a £200 fine on top of the fee. In the city centre an open skip has to go by the end of the day. Scaffold licences take at least 7 days to process, 14 on main roads and in the centre, and a bay suspension needs 10 working days' notice.
Paid on-street parking runs 7am to 11pm every day, and in the city centre Inner Zone the longest stay is 4 hours (£10.60), so a long clean needs a space in the building's car park or a suspended bay.
Where builders' rubble and plasterboard go in Liverpool
The crew does not take away rubble or plasterboard, and Liverpool's free bulky collection will not either: builders' waste, baths, shower screens, kitchen worktops, external doors and windows are all on its refusal list.
Residents can take their own DIY rubble and plasterboard to the two recycling centres the Merseyside Recycling and Waste Authority runs in the city, Otterspool on Jericho Lane (L17 5AR) and Old Swan on Cheadle Avenue (L13 3AF); only Old Swan takes paint. A van or a 2 to 3 metre trailer needs a free appointment, 12 such visits a year and 2 a week at most, and staff can refuse a load that looks like trade work. Asbestos taken out by a contractor counts as trade waste and no centre accepts it.
Whatever the builder lifted should leave in the builder's van, the skip or with a licensed carrier before we arrive. Shops and offices must use an authorised carrier and keep the paperwork for two years; commercial after builders cleaning covers fit-outs.
Conservation areas, Article 4 and HMO rules in Liverpool
The city has 36 conservation areas covering 9% of its area and about 19,000 properties, among them West Derby, Woolton Village, Wavertree Village, Childwall Abbey, Lark Lane and Sefton Park. Article 4 directions cover most of them, so new windows, doors, roof coverings or boundary walls can need planning permission; in Knotty Ash, Kensington Fields and Toxteth Park and the Avenues only the elevations facing a road are covered. Original sashes and front doors survive more often as a result, and the crew lifts paint flecks from old glass only where they come off without scratching.
Since 17 June 2021 a house turned into an HMO for three or more people needs planning permission in nine of the wards as they were drawn before 2023, Anfield, Picton and Wavertree among them; the council's Article 4 map shows the exact area, and an HMO for seven or more needs it anywhere. Building control is the council's own: checking plans for a domestic extension under 10 m² costs £234, plus £426 for inspections.
New homes at Liverpool Waters, Festival Gardens and Stonebridge Cross
The council's plan is to support partners to build at least 8,000 new homes in the four years to 2027, a fifth of them affordable. Liverpool Waters has planning permission for 2,350 homes at Central Docks, where Homes England has put about £55 million into roads and the five-acre Central Park. Festival Gardens, by the Mersey about three miles south of the centre, got a development partner in August 2025, and in July 2026 the cabinet agreed to market Stonebridge Cross, 55 acres on the East Lancashire Road, for jobs and around 220 homes.
A new flat at handover still has fine dust in every cupboard, labels on the glass and smears on new sanitaryware. A new 1-bed usually takes 2 cleaners for 3 hours: £212 all in.
Landlord licensing and what a builders clean costs in Liverpool
Liverpool's selective licensing scheme runs from April 2022 to March 2027 and covers about 80% of the city's private rented homes. A standard licence is £704 in two parts, or £486 for a property new to the rental market that is licensed before letting. A mandatory HMO licence starts at £1,328 for up to five units. A refurbishment between tenants usually ends with our clean and then the inventory.
The price is £30 per cleaner-hour plus £32 for equipment and detergents, agreed before the day. A 3-bed terrace after a new kitchen and bathroom usually takes 2 cleaners for 5 hours: £332 all in, and a 4-bed semi after a rear extension is 3 cleaners for 4 hours, £392. For heavy sanding dust see a dust clean after sanding and plastering; the full price list has every size.

Will Liverpool City Council collect the builders' rubble?
No. The bulky collection refuses builders' waste, baths, worktops and fixtures, and the crew does not remove rubble either. The builder, a skip or a licensed waste carrier clears it before the clean.
How much notice does a crew need in Liverpool?
About a week's notice is usually enough. Fridays and weekends fill first, so give the office your builders' finish date and any move-in or letting date when you book.
Who applies for a scaffold licence in Liverpool?
The contractor. Each application has a £50 admin fee, a domestic licence is £85 for up to 7 days, and processing takes at least 7 days or 14 in the city centre.
Do you clean shops and offices in Liverpool city centre?
Yes, on the same hourly price. A small office after a fit-out usually takes 2 cleaners for 3 hours: £212 all in. Book the loading bay and the lift with the building manager first.
