Four Wirral households in ten live in a semi-detached house (Census 2021), so a typical Wirral job for Complete After Builders is a 3-bed semi after an extension or a new kitchen: 2 cleaners for 5 hours, £332 all in. The smallest job is £212 all in.

Wirral in numbers

Wirral's housing, from Hamilton Square to the Heswall hills

Census 2021 counts 143,252 households in Wirral: after the semis come terraces (23.5%), flats (17.5%) and detached houses (17.4%), and 65.6% of households own their home. Around Hamilton Square in Birkenhead, four in ten homes with a recorded build date are older than 1900. In Heswall (CH60) the typical house is detached and dates from between the 1920s and the early 1970s.

An old terrace holds sanding dust in cornices, on picture rails and between the floorboards. A 1960s semi with a new kitchen extension has plaster dust carried from the back of the house through every downstairs room and up the stairs. The crew works top to bottom in both and dusts again once the fine dust has come down.

Typical Wirral totals, at £30 per cleaner-hour plus £32 per job for equipment and detergents:

  • a 2-bed flat after a refurbishment, ready to let: 2 cleaners for 4 hours, £272 all in;
  • a 3-bed semi after a loft conversion: 2 cleaners for 5 hours, £332;
  • a 4-bed detached house after an extension: 3 cleaners for 4 hours, £392.

Each extra bathroom adds roughly an hour and a half of cleaner time; the full price list has the rest.

Noisy work hours on Wirral building sites

Wirral Council's policy keeps noisy work by contractors to 8am to 6pm on weekdays and 8am to 1pm on Saturdays, with none on Sundays or public holidays. Power tools and repeated hammering count as noisy; painting, plastering and bricklaying are treated as allowable. The council calls the hours guidance and wants a contractor who must make noise outside them to ask its permission first. Complaints about site dust, noise or vibration go to Environmental Health.

The rules matter for the sanding before the clean: book the crew for after the last noisy day.

Skip permits and scaffold licences in Wirral

Wirral's 2026/27 fees for anything a builder puts on the road:

On the road or pavementWirral fee
Skip of 6 tonnes or more, 14 days£53.25
Mini skip, 14 days£35.40
Skip found without a permit£65 on top
Scaffold or hoarding, up to 7 days£100
Scaffold or hoarding, 1 to 3 months£270
Scaffold or hoarding, 6 to 12 months£500

Scaffold fees are per property, per 20 metres of length. Only a skip firm registered with the council, with £5 million public liability cover and a waste carrier's licence, can get a skip permit, and it must ask by the end of the working day the skip arrives. Scaffold applications need a scale plan and proof of the erector's accreditation; the council aims to decide within 5 working days.

Book the clean for after the scaffold comes down, because taking it down drops grit on sills and new glass. Outside glass is an add-on, done only where it can be reached safely from inside or the ground: see outside window cleaning.

Where builders' rubble goes in Wirral

The crew does not take away rubble, plasterboard, offcuts or old units; the builder or a licensed waste carrier clears them before the clean. Wirral's large item collection (£45 for up to six items) is no route for them either: the council does not collect waste left by building or repair work, asbestos or paint stripper.

The Merseyside Recycling and Waste Authority runs three tips in Wirral, at Bidston, Clatterbridge and West Kirby. All three take rubble, plasterboard and soil from residents. Paint goes only to Bidston, and so does cement-bonded asbestos, by appointment. Arriving in a van, or towing a 2 to 3 metre trailer, means a booked slot (free) and a cap of 12 such trips a year, and trade or commercial waste is refused at every site.

Fit-out waste from a shop or office is business waste. The council does not collect it: the business needs an authorised carrier and a trade waste agreement, and must keep the paperwork for two years or face a £300 fixed penalty. For premises, see commercial after builders cleaning.

Parking a cleaning crew in Birkenhead, Wallasey and Heswall

The crew comes by van with vacuums, ladders up to about 2 m and detergents, and needs a space near the door for the length of the clean. Birkenhead's controlled parking zone runs from 8am to 6.30pm every day: pay in the marked bays or display a permit, and stay off single yellow lines in those hours. Pay bays and council car parks charge from £1.25 for an hour to £6.25 for more than four.

A household inside a residents parking scheme can hold one visitor permit. Schemes set up before 2007 issue permits free; later ones charge £10 a year, among them Zone G Manor Lane in Wallasey, Zone H Heath Drive in Heswall and Zone J behind the Floral Pavilion in New Brighton. A driveway or that visitor permit is simplest.

Conservation areas, Article 4 and the new Local Plan

Wirral has 26 conservation areas, and the council names Port Sunlight and Hamilton Square as of national importance. Inside them it controls demolition, extensions and other alterations, and warns that even swapping original windows or doors can harm an area's character. The King's Gap (January 2025), Meols Drive (March 2025) and Hamilton Square (March 2026) have all been enlarged with new appraisals. Eleven Article 4 directions made between 1956 and 2000 cover named places such as Pipers Lane and The Dales in Heswall, Caldy and Thurstaston, and Bromborough Village. Where original sashes and boards survive, the crew uses a product that suits the surface and lifts paint flecks only where they come off cleanly.

The Wirral Local Plan 2022 to 2040, adopted on 31 March 2025, sets a minimum of 14,400 new homes and steers growth to regeneration areas in the east. The inspectors count 3,234 homes across Wirral Waters, with Vittoria Studios and Sky City expected from 2028/29, and at least 960 at Hind Street in Tranmere. A light handover clean of a new 1-bed is usually 2 cleaners for 3 hours, £212 all in; grout haze across a whole tiled floor is the hard floor deep clean, an extra at £6 a m².

Who applies for a skip permit in Wirral?

The skip company. Only firms registered with Wirral Council can apply; the permit is £53.25 for a skip of 6 tonnes or more or £35.40 for a mini skip, for 14 days.

Does a rented house in Birkenhead or Wallasey need a licence?

In parts of both towns, yes. Birkenhead Central, Lower Tranmere, Tranmere North, Hamilton Square B, Tranmere Lairds and Egremont South are under selective licensing from 1 October 2025 to 30 September 2030 (standard fee £605); a 2024 scheme covers Bidston and St James West, Birkenhead West, Egremont North and Seacombe St Paul's at £585. For a new let, give the office the move-in date.

How much notice does a Wirral booking need?

About a week's notice is usually enough, and Fridays and weekends go first. The office rings or texts between 8am and 7pm to agree crew, hours and parking, and a 50% deposit secures the date.

Will the crew take the rubble to the Bidston tip?

No. The crew does not move builders' waste, and the Merseyside tips turn away trade and commercial waste in any case. The builder or a licensed waste carrier clears it before the clean.
