Flats and lets in the city centre and the Garden Quarter
In Chester City and the Garden Quarter ward 43.0% of all households live in a purpose-built block of flats (Census 2021), and the housing is old and new at once. In the Council Tax records for the area, 35.3% of homes with a recorded build date went up before 1900 and 15.7% in 2015 or later, about 860 homes. The Local Plan provides for at least 5,200 new homes in Chester by 2030. Chester Northgate's second phase aims to add more than 400 homes around the Town Hall, and the council's brownfield register lists Charterhall House on Charterhall Drive for 176 homes, permitted in March 2025.
A flat being got ready to let needs the kitchen and bathroom right above all. In the kitchen the crew cleans the cupboards inside once they are empty, then the worktops, splashback, sink and taps. In the bathroom it does the tiles, grout, screen and fittings, with sealant smears lifted where they will come off. In a block, book the lift and tell the concierge before the day, so the crew is not left waiting at a locked door. The wider borough is houses: 36.3% of households live in a semi and 30.6% in a detached house.
Listed buildings, the Rows and Chester's conservation areas
Within 800 metres of the middle of the city centre ward there are at least 500 listed buildings, from the Rows to the Grade I blocks of Chester Castle. The council counts 96 conservation areas in the borough, twelve of them in Chester, among them the City Centre, Hoole Road, Handbridge, Queens Park, Curzon Park and Liverpool Road. Chester and Boughton is also one of only five Areas of Archaeological Importance in England: starting work that disturbs the ground there without giving the council six weeks' notice is a criminal offence, unless the work is exempt. Builders planning a basement or a new extension need to know that before they dig.
In a listed Georgian or Victorian house the clean is slow and gentle. Old boards, shutters, plaster cornices and old glass get hand work, and the crew says on the day if a paint spot will not come off without damage. For landlords, turning a family house into a small HMO needs planning permission in the Garden Quarter and the King Street and Newry Park areas, under Article 4 directions, and a mandatory HMO licence for up to six habitable rooms costs £786.
Working hours, skips and scaffold licences in Cheshire West and Chester
The council asks builders to keep construction to 8am to 6pm Monday to Friday and 8am to 1pm on Saturdays, with nothing on Sundays or bank holidays, and to keep site vehicles and deliveries away between 6pm and 8am. A site proved to be a statutory nuisance gets an abatement notice, and ignoring one can bring a fine of up to £20,000.
A skip on the road needs a licence from the skip company: £110 for up to a month, issued in about five working days, never within 10 metres of a junction. Scaffolding and hoarding licences cost £275.01 each for the first week and £103 for each week after, and neighbours must get at least 10 days' notice before a scaffold goes up. All of it should be down and gone on the day of the clean.
Parking the crew's van inside and outside the walls
Inside the bollards on Northgate Street, St Werburgh Street, Eastgate Street, St John Street, Bridge Street and Watergate Street no dispensation lets a van park between 10.30am and 8pm, and vehicles may enter the pedestrian area from Northgate Street only before 10.30am and after 4.30pm. For a flat above the Rows, the crew unloads early and parks outside the zone; tell the office the nearest legal space when you book.
Elsewhere a works dispensation lets a commercial vehicle park against restrictions for £30 a day, or £20 a day in residents' parking areas for eligible residents. It is issued online only and never covers loading bays, disabled bays, taxi ranks or bus stops. Residents in the Chester parking scheme can also hold all-day visitor permits at £1.50 each, activated online for the day.
Rubble and the recycling centre rules
Every household now registers its vehicles to use the council's recycling centres, which read number plates: up to three vehicles (only one of them a van or pick-up) and 30 visits in any 12 months. The council's July 2026 recycling centre FAQ sets a free DIY allowance of two 50-litre bags of rubble or one fitted item per visit, on up to four visits in four weeks, and rubble must come in containers one person can lift. The council says waste from a tradesperson working in your home is commercial waste, which needs a skip or a licensed site, and a business must use a licensed carrier and keep disposal records for two years. No centre takes asbestos.
So the builder clears the rubble, the old units and the offcuts before the clean, and the crew does not take any of it away. The council's bulky collection, £25 an item, is for household items only.
Builders clean prices in Chester
A 2-bed flat after a refurbishment usually takes 2 cleaners for 4 hours: £272 all in, and a 1-bed 2 cleaners for 3 hours, £212. A 3-bed Victorian terrace after a full renovation, replastered throughout, takes 3 cleaners for 5 hours, £482. The total is £30 per cleaner-hour plus £32 for equipment and detergents, with about an hour and a half more for each extra bathroom. The full price list has every size, and the pages on kitchen and bathroom cleaning and paint and labels off new windows cover the detail.
The same council covers Ellesmere Port, with its new-build estates, and Northwich, where Weaver Square is planned for town centre homes; their pages carry the local facts.

Can the crew's van get into Chester's pedestrian streets?
Only to unload, entering from Northgate Street before 10.30am or after 4.30pm. No dispensation allows parking inside the bollards between 10.30am and 8pm, so the van then moves outside the zone.
Can my builder take the rubble to Chester recycling centre?
No. The council treats waste from a tradesperson working in your home as commercial waste, so it needs a skip or a licensed site. Have it gone before the crew arrives.
Does a skip outside a Chester house need a licence?
Yes. The skip company applies, it costs £110 for up to a month and the skip cannot sit within 10 metres of a junction.
Can you clean a listed house in Chester after building work?
Yes. Tell the office it is listed and send photos of the original floors, shutters and glass; the crew cleans those by hand and tells you on the day if a mark will not come off safely.
