Runcorn was designated a New Town in 1964, but the streets by the bridges are older: 30.3% of homes with a recorded build date there predate 1900. Complete After Builders cleans both after the builders from £212 all in, a refurbished 3-bed for £332.

Runcorn in numbers

Victorian terraces in the old town by the bridges

Council Tax records for the area round the middle of Mersey and Weston ward put 30.3% of homes with a recorded build date before 1900 and 18.1% between 1919 and 1939; 15.8% went up between 2000 and 2014. In the ward 43.9% of households live in terraces and 27.7% rent privately (Census 2021). The Grade II* Church of All Saints and the Grade II* railway bridge over the Mersey are both within 800 m of the ward's middle.

A refurbished Victorian terrace usually drops its dust in the same places: deep window reveals, stair treads and spindles, the tops of tall doors and the gaps in old floorboards. The crew vacuums before it wipes, dusts the high ledges twice and keeps water off old timber. A 3-bed terrace after a refurbishment usually takes 2 cleaners for 5 hours, £332 all in; a full refit with every wall replastered is 3 cleaners for 5 hours at £482. A 2-bed redecorated and recarpeted for letting is a light clean, £212 all in.

New Town estates and Halton's Article 4 direction for HMOs

Halton's Local Plan, adopted in March 2022, says Runcorn was designated a New Town in 1964 to house overspill from Liverpool, and that the borough has more terraced homes than it needs, New Town terraces in Runcorn among them, plus a high share of social rented housing. In a New Town house the work is often a new kitchen, a bathroom or two rooms knocked into one. The crew cleans the stairs and banisters, every radiator, switch and socket, and the kitchen units inside and out once they are empty. On new bathroom tiles, grout haze and silicone smears are wiped off in the same visit where they will come away.

Since 24 September 2025 an immediate Article 4 direction means turning a house into a small HMO for three to six people needs planning permission in parts of 12 Halton wards, among them Mersey and Weston, Halton Castle, Halton Lea, Grange and both Norton wards. Small HMOs created before that date are not affected.

Station Quarter, the old college site and new homes

Runcorn was chosen for the government's Town Deal, under which Halton can receive up to £25 million, and the council's Runcorn Vision proposes a Station Quarter around Runcorn station and removing the old Silver Jubilee Bridge approach structures. The council's brownfield register lists sites for new homes within 1.5 km of the middle of the ward, among them the former Riverside College on Campus Drive, which has had outline permission since 2016 for up to 120 homes, and land at 79 to 83 High Street, given permission in November 2022 for 66. Across Halton 440 new homes were finished in 2025/26, 194 of them in Runcorn, and 345 more were under construction.

A new home needs a handover clean: film and labels off the glazing, dust out of every unit and vent, sealant smears lifted where they will come off. A new 2-bed flat is usually £212 all in, and a new 3-bed house £272. Paint and labels off new windows covers the glass.

Scaffold permits and the Picow Farm Road tip

A Halton scaffold or hoarding permit costs £132 for the first seven calendar days and £52 for each further seven. It takes at least two working days, needs a site drawing and £5 million public liability cover, and a scaffold put up without one brings a £150 fixed penalty plus the licence cost. Where a scaffold stands in a pedestrianised area or on a footway that must stay open, materials have to be unloaded before 8am, Monday to Saturday. Skips are licensed through the council's online form, and the skip firm needs a waste carrier registration.

The Runcorn recycling centre on Picow Farm Road opens 8am to 6pm from October to March and 8am to 8pm from April to September, and vans and large trailers need a permit booked ahead. Commercial waste is refused at both Halton centres, so the builder takes away what the builder ripped out; the crew removes no waste and needs the rooms clear before it starts.

Across the river, Widnes shares Halton's rules. East of Runcorn, Stockton Heath (WA4) is in Warrington, which has its own; our prices are the same on both sides.

Runcorn builders clean questions

Anything else? Ring 07418 351088.

How long does a builders clean take in a New Town 3-bed?

After a new kitchen and bathroom it is usually 2 cleaners for 5 hours, £332 all in. A second bathroom adds about an hour and a half of cleaner time.

Will the crew take the old bathroom suite to Picow Farm Road?

No. The crew removes no waste, and Halton's centres refuse commercial waste, so the builder or a licensed carrier clears it.

We are turning a Runcorn terrace into a shared house. Can you clean it before the tenants arrive?

Yes, once the works are finished. A 5-bed shared house after a refurbishment is usually 3 cleaners for 5 hours, £482 all in. Check first whether the Article 4 direction means the change of use needs planning permission.

Can you clean the outside of the windows on a three-storey terrace?

Only the glass that can be reached safely from inside or from the ground, as an extra from £66. The inside of every window, with frames, sills and tracks, is part of the builders clean.
