Victorian and Edwardian terraces near Victoria Square
Around the middle of Central and West Bank ward, Council Tax records put 24.8% of homes with a recorded build date before 1900, 13.5% between 1900 and 1918 and 20.8% between 1919 and 1939, so about six in ten are older than the Second World War. Halton's Local Plan describes Victorian terraces in Widnes, with Victorian and interwar housing spreading north over Appleton and Farnworth. In the ward 40.8% of households live in terraces and 41.7% rent from a social landlord (Census 2021), and the Victoria Square conservation area is within 800 m.
In a narrow terrace the dust from a back-kitchen refit goes straight up the staircase, so the crew gives the stairs and landing as much time as the kitchen: spindles, handrail, skirting, the tops of the bedroom doors and the window reveals. Old boards are vacuumed before they are mopped, with as little water as possible.
A 3-bed terrace after a refurbishment usually takes 2 cleaners for 5 hours: £332 all in. A house gutted and replastered throughout needs 3 cleaners for 5 hours, £482.
Kingsway Quarter and the canal-side homes off Tanhouse Lane
Kingsway Quarter is a council-owned brownfield site on the old police station and magistrates court, Broseley House and Kingsway Leisure Centre. The council backed a residential-led plan in July 2024, and its planning brief of September 2026 asks for a mixed-age neighbourhood of houses and flats. The brownfield register also lists land beside the St Helens Canal off Tanhouse Lane with permission for homes. Across Halton, 246 of the 440 new homes finished in 2025/26 were in Widnes, and 43% of that year's new homes in the borough were affordable.
For a developer or housing association handing over new homes, the clean is lighter: protective film and labels off the glass, dust out of kitchen units and wardrobes, sealant smears lifted where they will come off. A new 2-bed flat is usually 2 cleaners for 3 hours, £212 all in. Grout haze left across a whole tiled floor is a separate job; see tile and grout cleaning.
Johnsons Lane, the bulky collection and what the builder takes away
The Widnes recycling centre is on Johnsons Lane, and it is the only Halton centre that takes paint, up to 10 tins. It accepts rubble, soil, plasterboard, untreated timber, chipboard and MDF, carpets and underlay from residents, and vans and large trailers need a permit booked in advance. Commercial waste is turned away: staff can refuse anyone they suspect of bringing it and pass the vehicle details to the council's enforcement team.
Halton's bulky collection lists baths, toilets, sinks, kitchen worktops and cupboards, internal doors, laminate and carpet, which helps a householder clearing their own rooms. Building rubble, concrete, paving slabs and windows have to go to a recycling centre instead. When a builder does the strip-out, the waste is the builder's to carry away. The crew moves no rubble or materials and needs the rooms clear before it cleans.
Parking, noise and letting rules in Widnes
Yellow lines in Halton are enforced by Cheshire Constabulary. Keep the drive or a space outside free for the crew's van; paid parking is passed on at cost. If a neighbour complains about the builders, Halton's environmental health team writes to the source, asks for a diary and can lend tamper-proof recording equipment, and breaching an abatement notice is a criminal offence. Book the clean for after the noisy work, once the last sanding is done.
Halton has not brought in additional or selective licensing anywhere in the borough. HMOs with five or more tenants need a mandatory licence lasting five years, and in the Article 4 areas, which include parts of Central and West Bank and Appleton, the council will not issue one until any planning permission needed has been granted. A 2-bed flat ready to let after a refurbishment is 2 cleaners for 4 hours, £272 all in, and carpets that sat under the dust can be cleaned in the same booking.
Across the Mersey, Runcorn (WA7) follows the same Halton rules. West of Widnes, Speke is in Liverpool, and to the north builders cleans in Knowsley follow Knowsley Council's rules; the full price list is the same for all of them.

Can you clean a Widnes flat before a new tenant moves in?
Yes. A 2-bed after redecorating is a light clean, 2 cleaners for 3 hours, £212 all in; after a new kitchen or bathroom it is £272. About a week's notice is usually enough.
What has to be ready before the crew arrives?
The trades finished and gone, tools, materials and rubbish out, and water, hot water, power and lights on. Personal belongings, food and crockery should be put away, because the crew does not move them.
How is the price worked out?
Every job is £30 per cleaner-hour plus £32 for equipment and detergents, and the smallest is 2 cleaners for 3 hours, £212 all in. Photos by email let the office set the crew and hours before the day.
