Building work hours in Hammersmith and Fulham
The council wants noisy building work kept to 8am to 6pm on weekdays and 8am to 1pm on Saturdays, never on Sundays or bank holidays. Longer hours need section 61 consent under the Control of Pollution Act, and a prosecution for noisy out-of-hours work can end in a fine of up to £20,000.
Those hours set the date of your clean. Sanding, chasing and cutting make the dust we come to remove, so the crew goes in after the last of it, usually the working day after the decorators sand their final coat. If the builders are racing the Saturday 1pm cut-off, book the clean for the following week.
Inside, the crew starts high, on cornices, picture rails and the tops of door frames, and dusts more than once because fine plaster dust settles again after the first pass.
Skip, scaffold and parking bay fees in the borough
Only skip companies can apply for a skip licence here. It costs £165 a fortnight, takes five working days to process, and the skip may not stand on a footway or a pedestrianised street. Scaffolding licences are sold to scaffolding firms only, at £660 a month for a house or a single shop front up to 15 metres, with a £1,000 deposit held against damage to the road; hoarding is charged the same way.
Rubble, offcuts and empty tins have to be out of the house before the crew arrives, and a full skip outside is the builder's to have collected.
A bay suspension is charged per five-metre space for each day: £48 a day for the first five days, then £74 a day up to day 31, and up to six bays for up to three days needs eight days' notice, weekends counted. Anyone can buy the all day trader permit for £30, which covers a shared-use bay near one address from 9am to 5pm on weekdays, or a resident can start a visitor session. We ask for a free space or a permit; paid parking is passed on at cost.
Where builders' rubble goes in Hammersmith and Fulham
Residents take their own waste to the Western Riverside Waste Authority's two sites, both in Wandsworth: Smugglers Way, where car visits must be booked, and Cringle Dock in Battersea, which is closed to cars but takes residents and traders in vans. Anyone arriving with a van or a trailer has to tell the authority in advance and bring ID.
A builder working on your home is a business, so the duty of care applies: an authorised carrier, a waste transfer note for each load, and the paperwork kept for two years, with a fixed penalty of up to £300 for a firm that cannot produce it. Ask for the note before the last payment, and check that the plasterboard offcuts and packaging have gone. The crew cleans; removing builders' waste is outside the job.
Conservation areas and basement rules
The council has 44 conservation areas covering about half the borough, with two more in the north under the Old Oak and Park Royal Development Corporation. Around Hammersmith Grove 83.2% of the homes with a recorded build date went up before 1900. In streets like these the crew works carefully round sash boxes full of grit, lime-plaster cornices, tiled hall floors and pine boards that a soaking mop would harm. West Kensington has the same age of stock, much of it as mansion flats.
Basement digs make more dust than any other job a terrace can have, and they need permission here. A borough-wide Article 4 direction has applied from 26 April 2018, so a basement anywhere outside the Old Oak and Park Royal area needs planning consent, and the draft local plan would limit new ones to half the depth of the house and half the depth of the garden. After a dig, dust climbs the stairwell to the top floor, and we price it as heavy work: a 3-bed house usually takes 3 cleaners for 5 hours, £482 all in.
Earls Court, White City and handover cleans in new blocks
Earls Court and West Kensington, one of three London Plan opportunity areas wholly or partly in the borough (with White City and Old Oak and Park Royal), covers about 37 hectares shared with Kensington and Chelsea, with room for 6,500 homes and 5,000 jobs, and the council expects six or seven phases over 15 to 20 years. White City is down for 7,000 homes and 2,000 jobs. The borough's ten-year target is 16,090 net new homes for 2019/20 to 2028/29.
A new flat needs a different clean from a Victorian terrace: protective film and labels on the glazing, silicone smears in the shower room, grout haze on porcelain, and dust packed into extract vents. In the towers off Wood Lane in White City or the river blocks of Sands End, the concierge usually wants notice, the goods lift has to be booked and the van needs a loading bay. Send the building's rules with your photos and the office plans the day around them. Labels and paint flecks on new windows and silicone smears and haze on wall tiles are part of a standard builders clean, where they will come off. Haze across a whole tiled floor is the hard floor deep clean, an extra at £6 a m².
What a builders clean costs in a Hammersmith or Fulham flat
At the 2021 Census 75.3% of households lived in flats, 18.8% in terraced houses and only 5.8% in semis or detached houses. 36.4% rented privately, so a flat between tenants after a refurbishment gets the same builders clean as an owner's flat before they move back in.
A studio or 1-bed flat after a refurbishment usually takes 2 cleaners for 3 hours: £212 all in. A 3-bed house is 2 cleaners for 5 hours, £332. In a house that size each bathroom beyond the second adds about an hour and a half, because grout, glass and fittings take longest. Every figure is £30 per cleaner-hour plus £32 for equipment and detergents; the full price list covers carpets, sofas and outside windows. For a converted flat in Shepherds Bush (W12), tell us the floor and whether there is a lift.

Can I get a parking permit for the cleaning crew in Hammersmith and Fulham?
Yes. The council's all day trader permit costs £30 and covers a shared-use bay near one address from 9am to 5pm on weekdays, and a resident's visitor session also works. Tell the office which you have when they ring to confirm the booking.
Will the crew take away the builders' rubbish?
No. Rubble, plasterboard and packaging go with the builder or a licensed waste carrier, who should give you a waste transfer note.
How far ahead should I book after a basement or loft job?
About a week's notice is usually enough, though Fridays and weekends fill first. Book for the day after the last sanding, and send photos or a short video by email so the crew size is right from the start.
Do you clean top-floor flats in converted terraces?
Yes. Tell us the floor and whether the stairs are shared, because the crew carries vacuums, ladders and detergents up by hand.
What does a builders clean of a 3-bed Fulham terrace cost?
A standard refurbishment usually takes 2 cleaners for 5 hours: £332 all in. A basement dig or a full renovation counts as heavy work at £482, and more bathrooms mean more hours.
