Harrow is Metroland: just over half the borough's homes (51.8% in the council tax figures) were built between 1919 and 1939, many of them semis and short terraces. Complete After Builders cleans them once the builders finish; a 3-bed semi after a refurbishment usually takes 2 cleaners for 5 hours, £332 all in.

What time can builders start and stop noisy work in Harrow?
Harrow uses its Control of Pollution Act powers to keep noisy building work to 8am to 6pm Monday to Friday and 8am to 1pm on Saturday, with none on Sundays or bank holidays. It also asks residents doing their own DIY not to drill or hammer before 8am or after 8pm. Ignoring an abatement notice can mean a fine of up to £5,000, or £20,000 for a business.
The clean belongs after the last noisy day. Sanding and cutting fill the air with fine plaster dust that keeps landing for a while after the tools stop, so a clean done the same afternoon as the last sanding gets a second coat of dust overnight. Book it for a later day, with about a week's notice; Fridays and weekends book up first.
Skip, scaffold and bay suspension fees in Harrow
A skip on a Harrow road needs a licence: £82.30 for 14 days and another £82.30 for each further fortnight, double for a skip put out without one. The council asks for up to ten working days to process it, and a skip in a parking bay or controlled zone may need a bay suspension as well. Scaffolding in front of a home costs £241 for the first month (up to 10 metres) and £191 for each month after, with a £759 refundable deposit for up to 15 metres and £135 for a site meeting with a highway officer.
Bay suspensions for 2026/27 start with an admin fee of £60 when more than ten working days' notice is given, rising to £120 for three to ten days and £178 for less than three. On top comes a daily fee per bay: £11.50 in local areas, £23 in district and major centres and £37 in the metropolitan centre. A resident or the contractor can also ask to park on a single yellow line inside a controlled zone for building, plumbing or glazing work, from £8.50 a day in a local centre to £39 in the metropolitan centre, though the council rarely agrees where the house has a driveway.
For a one-day clean the cheaper route is a visitor permit. Harrow's virtual visitor permits cost £3 a day, up to 100 a year, and the council itself suggests them for a decorator or repair person. Each zone's hours are on its entry signs.
Builders' rubble, the Forward Drive tip and the waste duty of care
Harrow has one recycling centre, at Forward Drive in Wealdstone (HA3 8NT). Every car visit has to be booked, a resident can bring no more than five bags of their own rubble, soil and hardcore, asbestos is refused and vans are charged at the weighbridge. Trade waste goes over the same weighbridge without a booking at £362 a tonne for general waste, with a £125 minimum. The council also warns householders that paying an unlicensed collector can bring a £300 fixed penalty, and tells them to check the collector's Environment Agency waste carrier licence and get a full invoice.
The waste goes with the builder or a licensed carrier. The crew removes the builders' dust and residue from every surface it can reach; it does not carry rubble, bag up offcuts or take anything to the tip, and it does not wash walls or clean while trades are still on site.
Conservation areas, Article 4 directions and the Local Plan
Harrow has 30 conservation areas in four groups: Stanmore and Edgware, Harrow on the Hill, Harrow Weald and Pinner. Article 4 directions in some of them remove permitted development rights, so that even changing roof tiles can need planning permission. In Pinner the timber-framed High Street is one of them; in the Stanmore and Edgware group every area except Edgware High Street has one, so all five round Stanmore are covered. Old houses here mean original windows, cornices and floors, and the crew treats them gently: products chosen for the surface, soft cloths on old glass and joinery and a word on the walk-round about anything that will not come off safely.
Across the whole borough, an immediate Article 4 direction in force from 11 June 2026 means turning a house into a small HMO for three to six people needs planning permission; the council has six months from that date to decide whether it stays. The council adopted its Local Plan 2021-2041 on 24 March 2026. It plans for at least 8,300 new homes in the Harrow and Wealdstone Opportunity Area, 2,500 elsewhere and 5,250 on small sites, within a target of 802 homes a year, so handover cleans in new flats will matter more here each year.
Harrow's houses and what a builders clean costs
At the 2021 Census semi-detached houses were the commonest home in Harrow (37.1% of households), ahead of flats (34.6%), terraces (16.9%) and detached houses (11.3%), and 58.8% of households owned their home. The Local Plan describes the inter-war Metroland estates of semis and short terraces that spread across former fields, especially in the south-east and south-west of the borough; Rayners Lane is the textbook case. In those houses common jobs are a loft conversion, a rear extension or a new kitchen, and the dust from any of them reaches every room.
A 3-bed semi after a refurbishment usually takes 2 cleaners for 5 hours: £332 all in. A 4-bed house with a new loft room is more often 3 cleaners for 4 hours at £392, and each extra bathroom adds roughly an hour and a half of cleaner time. The working is £30 per cleaner-hour plus £32 for equipment and detergents; our prices list every size, and getting plaster dust out of a home explains why the crew dusts twice. A cloudy grout haze across a whole new floor is the hard floor deep clean, an extra at £6 a m²; see tile and grout cleaning.

Do I need a visitor permit for the cleaners in a Harrow controlled zone?
If there is no space on your drive, yes. A virtual visitor permit costs £3 a day and is the simplest option; paid parking, if needed, is passed on at cost.
Will the crew take the leftover rubble to the Forward Drive tip?
No. Rubble, offcuts and materials go with the builder or a licensed waste carrier before the clean. The crew deals with the dust and residue.
Can you clean a rented flat before the new tenant moves in?
Yes. Landlords and agents book flats that need to be ready to let; tell the office how the crew collects the keys and the tenancy start date.
Can the crew start while the builders are finishing the loft?
No. All the trades have to be finished, with tools and rubbish out and water, hot water, power and lights working. Otherwise the dust from the loft settles on the rooms already done.
Do you need to visit before giving a price?
Usually not. Photos or a short video by email are enough for most homes, and the office confirms the crew and hours by phone or text between 8am and 7pm. A site visit for a big or unusual job costs £20.
