Four in ten Havering households live in a semi-detached house, and 69.5% own the home they live in, so many builders cleans here follow a loft, an extension or a new kitchen. Complete After Builders cleans a 3-bed semi after a refurbishment with 2 cleaners for 5 hours: £332 all in.

Havering housing: 1930s semis, Harold Hill and new flats in Romford
At the 2021 Census 41.2% of Havering households lived in semis, 24.3% in terraces, 23.1% in flats and 11.1% in detached houses. The wards differ a lot. In Upminster ward 66.8% of households live in semis and in Hacton 69.4%; in Emerson Park, on the Hornchurch (RM12) side, 48.8% live in detached houses; in St Edward's, central Romford, 50.8% live in flats. Harold Hill was built by the London County Council between 1948 and 1958, about 8,200 houses on the old Dagnam Park estate, mostly two-storey semis and short terraces, according to the Victoria County History.
On a semi with a new loft or a rear extension the dust follows the same route every time: down the new stairs, through the hall, into bedrooms nobody worked in. The crew starts at the top and works down, dusting more than once. A 4-bed after a refurbishment usually takes 3 cleaners for 4 hours, £392 all in; each extra bathroom adds roughly an hour and a half of cleaner time. Construction dust cleaning explains why fine plaster dust needs a second pass.
Landlords have new rules too. From 18 March 2026 to 17 March 2031 selective licensing covers seven wards, among them Squirrels Heath, Harold Wood, Rush Green and Crowlands, and St Edward's, and additional HMO licensing covers every ward. A flat refitted to meet licence conditions still needs a builders clean before it is ready to let.
Building work hours and demolition notices in Havering
Havering's nuisance guidance treats 8am to 6pm Monday to Friday and 8am to 1pm on Saturday as reasonable hours for building and DIY work. Anything that knocks down a building, or part of one, needs six weeks' notice to the council under section 80 of the Building Act 1984, copied to the neighbours, with a £343 fee for a scheme up to the size of one house. Work cannot start until the council issues a section 81 notice or the six weeks pass.
Build that wait into the date you give us. The clean comes after the last dust-making work, with tools, materials and rubbish out and water, hot water and power on. About a week's notice is usually enough; Fridays and weekends go first.
Skip and materials licences and trade parking in Havering
| Licence | Havering charge (October 2026) |
|---|---|
| Skip on the road | £162 for the first 14 days; renewals £110 for 7 days or £210 for 14 days; issued to the skip hire company |
| Building materials on the road | £125 for the first 14 days; £108 for a 7-day renewal |
| Site compound or welfare unit | £752 for the first 14 days |
| Parking bay suspension | utility and street works companies only: £70 per bay per day for up to 7 days |
Skips or materials left on the road without a licence can be removed without notice at the owner's cost.
Bay suspensions are closed to builders and cleaners, so Havering points trades to a parking dispensation instead, bought through MiPermit. It lets a tradesperson park all day in resident, business or pay and display bays or on a single yellow line near the job, though it does not hold a particular space. The council asks residents not to use their visitor permits (£28 for 10, or £70 for 10 all-day) for trade workers. Restrictions also apply on bank holidays unless a sign says otherwise. A drive solves all of it, so mention one when the office rings to confirm.
Gerpins Lane and the east London tip booking rules
Havering's main tip is the Gerpins Lane Reuse and Recycling Centre, run by the East London Waste Authority for residents of Havering, Barking and Dagenham, Newham and Redbridge, who show a council tax bill or driving licence at the gate. Vans under 3.5 tonnes and single-axle trailers must book; Lutons, flatbeds, tail-lift vans and tippers are banned.
Since 1 January 2024 any vehicle carrying DIY or renovation waste has had to book at least 24 hours ahead, and a household gets four visits in four weeks with up to four bulky items, such as a bath, or 400 litres of rubble or wood in all. More than that is charged, and so is commercial waste. Havering's bulky collection (£71.50 for one to three items) takes a household's own doors and bathroom fittings but not commercial waste, so what a builder takes out leaves with the builder, and the council warns that handing waste to someone without a carrier's licence can bring a £400 fixed penalty.
None of that is the crew's job. The builder or a licensed waste carrier clears rubble, old units and offcuts first, and the crew cleans the empty rooms.
Conservation areas and the big schemes in Havering
Havering has 11 conservation areas on the national planning data list: Corbets Tey, Cranham, Gidea Park, Havering-atte-Bower, Langtons in Hornchurch, North Ockendon, RAF Hornchurch, Rainham, Romford, St Andrew's Church and St Leonard's in Hornchurch. Planning decisions follow the Local Plan adopted on 17 November 2021, and the council decided 1,446 applications in the year to June 2026. In the Gidea Park garden suburb the crew treats original joinery and glass gently.
New building is concentrated in the south and the centre. The London Plan puts two opportunity areas wholly or partly in the borough: London Riverside, shared with Barking and Dagenham, with capacity for 44,000 homes across both boroughs, and Romford, with 5,000. The Rainham and Beam Park Housing Zone is planned for 3,500 homes over 10 to 15 years, and the council's Bridge Close scheme beside Romford station is to provide up to 1,070. Those blocks hand over flat by flat, and a builders clean for offices and shops covers developers' handovers and ground-floor units.

Anything else? Ring 07418 351088.
How much is an after builders clean in Havering?
From £212 all in, which is 2 cleaners for 3 hours. A 2-bed flat after a refurbishment usually takes 2 cleaners for 4 hours: £272. Every job is £30 per cleaner-hour plus £32 for equipment and detergents; what a builders clean costs has the other sizes.
Should I buy visitor permits for the cleaners in Havering?
The council asks residents not to use visitor permits for trades and to use a parking dispensation instead. A drive or a free space is simplest; any paid parking is passed on at cost.
Can I take the builders' rubble to Gerpins Lane?
Your own DIY waste, yes, booked 24 hours ahead and within the four-visit limit. Commercial waste is charged, so a builder's rubble is the builder's to clear or a licensed carrier's.
Can the crew clean while the extension is being finished?
No. The works must be finished everywhere, with tools and rubbish out, or the dust from the last jobs lands on everything the crew has cleaned.
Do you clean new-build flats in Romford and Rainham?
Yes, once the trades have left each flat. A 1-bed handover clean usually takes 2 cleaners for 3 hours: £212 all in.
