Band A terraces, semis and the town centre: Rochdale's housing
Across the borough 35.9% of households live in a semi, 34.4% in a terrace, 16.8% in a detached house and 12.8% in a flat (Census 2021). In Central Rochdale ward the terrace takes over: 53.6% of households live in one and 33.8% rent privately. The council tax figures for the area show 40.2% of homes with a recorded build date older than 1919 and 30.0% built between 1945 and 1972.
In an older terrace the kitchen gets knocked through or the bathroom moves upstairs, and the stairs carry the dust into every room, so the crew starts on the top floor and finishes at the front door. In a post-war semi after a loft conversion the dust collects on the landing, in the bedrooms under the new staircase and inside the airing cupboard. A dust clean after sanding and plastering goes through the method.
A 3-bed semi after a loft conversion usually takes 2 cleaners for 5 hours: £332 all in, at £30 per cleaner-hour plus £32 for equipment and detergents. A 2-bed flat after decorating is 2 cleaners for 3 hours, £212, and a 4-bed house after a full refit with plaster on the floors is 4 cleaners for 5 hours, £632. The full price list has every size.
New homes planned across Rochdale borough
Places for Everyone, in force since 21 March 2024, aims for around 10,500 new homes in the borough. Its larger allocations include about 1,680 homes at Stakehill, 550 at Trows Farm in Castleton, 450 at Bamford and Norden and 300 north of Smithy Bridge, on the Littleborough side. The Northern Gateway, shared with Bury, adds up to 1,550 homes between Simister and Bowlee next to an industrial estate planned between junctions 18 and 19 of the M62. In the town centre the council leader has linked £20 million of Community Regeneration Partnership funding to the planned Station Gardens homes at Drake Street and Oldham Road and the Corner Plot scheme beside the station.
Each of those ends in handover cleans: fine dust inside new kitchen units, stickers on every pane and paint spots on floors; cleaning a new kitchen or bathroom covers the wet rooms.
Building work hours and noise complaints in Rochdale
Rochdale Borough Council sets no clock times for building work. It expects home improvement and renovation work to stay within normal working hours, starting later and finishing earlier at weekends and on bank holidays. Neighbours can report site noise or renovation noise early or late; the council tries to settle it informally first and can take legal action and seize equipment under the Environmental Protection Act 1990.
Book the crew for after the last noisy day, with the tools and rubbish out and the water, hot water and power on.
Skip licences, scaffolding and road closures in Rochdale
The skip supplier gets the council licence for a skip on a Rochdale road, never the householder. A licence lasts from 1 to 28 days and covers one skip per site, which should stand on the carriageway where possible with at least four cones and lamps at night; a deposit may be asked for a skip on a footway or verge. Scaffolding or a hoarding on the highway needs a licence from the Highways and Engineering Service, applied for with a form and a sketch, and hoardings must be at least 2.5 metres high. Town centre scaffolds may be erected or struck only in the evening after 6pm, early before 8am or on a Sunday. Closing a road or suspending a parking restriction takes a temporary traffic regulation order, which costs £1,130 plus the signs.
Each household in a resident parking scheme can have one resident permit and one visitor permit and the schemes are enforced around the clock; the council also lets a tradesperson or contractor working at the home borrow the household's permit. Leave the visitor permit out for the van.
Rochdale's recycling centres, bulky collections and builders' waste
The borough has two household recycling centres, Chichester Street in Rochdale (OL16 2AU) and Spring Vale (M24 2HR) in Middleton. Both take DIY rubble up to five 900mm by 600mm sacks a visit and plasterboard residents stripped out of their own homes. Plasterboard a hired tradesperson removed is business waste, and both refuse it.
The council's bulky collection takes household fixtures such as sinks, toilets and radiators as well as furniture and appliances. Each property gets two free collections of three items a year; after that, extra items are £8.40 each and a further collection £12.60 for up to three, put out by 7am on the usual bin day. That suits the old radiator you took off the wall yourself. Waste from the builder's work stays the builder's: Rochdale tells businesses to use an authorised carrier, get a waste transfer note, keep the records for two years and keep out of the public recycling centres. The crew does not carry it away, so it has to be gone before the clean.
Conservation areas, Article 4 and HMO licences in Rochdale
The council lists 30 conservation areas, among them Rochdale Town Centre, Middleton Town Centre, Littleborough Town Centre and Toad Lane, with Syke added in 2026. Five lie within 800 m of the middle of Central Rochdale ward, Toad Lane, Town Head and Maclure Road among them, along with 51 listed buildings, four of them Grade I, including the Town Hall and the Church of St Mary in the Baum. The council says it will rarely make new Article 4 directions. Where one applies, even new doors, windows or gutters need planning permission, and planning data records six in the borough, one from 1989 covering Prickshaw, Croft Head and Broadley Fold. In an old building the crew treats original glass, tiles and joinery gently and says on the day what will not come off.
Rochdale has no selective licensing, so outside HMO licensing a privately rented home needs no council licence. A five-year HMO licence costs £1,011 plus a £53 inspection fee for each habitable room, so an HMO with ten habitable rooms pays £1,541.

The skip supplier applies to the council, for anything from 1 to 28 days. One skip per site, on the road where possible, with cones and lamps at night.

Yes. The council lets a tradesperson or contractor working at the home borrow the household's permit, and schemes are enforced around the clock, so leave it out before the van arrives.
What hours can builders work in Rochdale?
The council sets no fixed times. It expects normal working hours, with later starts and earlier finishes at weekends and on bank holidays, and it acts on complaints about early or late noise.
Do I need a licence to let a house in Rochdale?
Only if it is an HMO. Rochdale has no selective licensing; a five-year HMO licence costs £1,011 plus £53 for each habitable room.
How far ahead should I book a builders clean in Rochdale?
About a week's notice is usually enough. Give the office the builder's finish date and tell it straight away if the trades run late.
