Noise from building work in St Helens
St Helens Borough Council lists construction and demolition noise among the problems its Environmental Health team investigates. A neighbour reports it through Report It and is then invited to record evidence on a noise app for four weeks. Where officers find a statutory nuisance they serve an abatement notice that requires the noise to stop at once or within seven days, and ignoring it can lead to a fixed penalty, prosecution, or the council doing the work and recharging the cost.
For DIY at home the council sets no fixed hours. It asks people to avoid noisy work late at night and on Sundays, to warn neighbours first and to keep the loudest jobs to normal working hours. Book the crew for after the last sanding or cutting, since dust from a sander in the next room settles straight back on whatever has just been wiped.
Skip licences, scaffold permits and parking dispensations
The 2026/27 fees list sets a skip licence on the highway at £26 for each seven-day period. Only registered skip operators can apply, so a resident cannot get one directly, and if the council has to remove an unauthorised skip it recovers its cost plus 15%. A scaffolding or hoarding licence is £156 for the first calendar month and £156 for each month after, with £52 more if it is issued retrospectively, and only companies that have signed the council's HSE protocol and joined its select list are considered. A crane or cherry picker needs a £208 highway occupation licence.
The council also sells a dispensation to park on restricted highway for anyone working on a property with no other parking: £17 per vehicle per day, plus an administration fee of £11 with more than two working days' notice or £17 with less. Dispensations longer than two weeks are granted only in special cases. For a terrace with a yellow line outside, that is the way to keep the crew's van legal; arrange it a few days ahead and tell the office. Paid parking is passed on at cost.
Rubble, plasterboard and the three recycling centres
The council's recycling A to Z sends bricks, rubble and plasterboard to a household waste recycling centre and keeps them out of the brown bin. The borough has three, run for the Merseyside Recycling and Waste Authority: Burtonhead Road at Ravenhead, Junction Lane in Newton-le-Willows and Tasker Terrace in Rainhill. All three take householders' rubble, plasterboard and soil. Paint goes to Ravenhead only, cement-bonded asbestos has to be booked at Bidston, Huyton or Southport, and at present vans and large trailers are the only vehicles with a yearly limit on visits.
The bulky collection is for furniture and appliances: £27 for three items plus one more at £8.30, or £18.50 an item for fridges, freezers, other electricals and upholstered seating, left at ground level from 6.30am. The old kitchen units are not on its list. In 2026/27 the council can issue a £300 fixed penalty to anyone who cannot produce a waste carrier's licence or waste transfer documents, so ask whoever takes the builders' waste for both. The crew cleans; it takes away no waste or materials.
Conservation areas, Article 4 and HMO rules
St Helens has eight conservation areas, each with an appraisal and management plan, and most also have Article 4 directions that control uPVC windows and doors, the removal of front garden walls and new hard-standings. The published directions cover High Street in Newton-le-Willows, Rainford, Rainhill and Vulcan Village, and tree work in a conservation area needs six weeks' notice. Victoria Square and the George Street Quarter both lie within 800 m of the middle of the Town Centre ward, where 33.3% of homes with a recorded build date predate 1900.
Where timber windows and old joinery survive, the crew brushes dust out of mouldings before wiping and lifts paint flecks off old glass only where they come away cleanly.
The council has made no Article 4 direction for HMOs. Its HMO planning document of January 2026 says permission will not normally be given for a new or enlarged HMO where HMOs would exceed 10% of homes within 50 metres, and names Newton-le-Willows West, Town Centre, West Park and Windle as the wards with the most. Mandatory HMO licensing covers five or more people from two or more households, at £248 a year in 2026/27, with pre-application advice at £162.
Bold Forest Garden Village and the town centre rebuild
The Local Plan up to 2037 requires at least 10,206 net new homes between April 2016 and March 2037, an average of at least 486 a year. The Bold Forest Garden Village masterplan, adopted on 21 January 2026, plans around 3,000 homes on 128 hectares at Bold, with 30% affordable housing and a primary school. In December 2025 the council committed £69.7m to phase one of the town centre rebuild: the old Hardshaw Shopping Centre gives way to a market hall, a 120-bedroom hotel, 56 flats, eight townhouses and shops.
New homes get a handover clean: film and stickers off the glazing, fine dust out of every cupboard and vent, sealant and grout smears wiped from the wall tiles where they will come off. A new 3-bed is usually 2 cleaners for 4 hours, £272 all in. Shops and offices fitted out before opening are priced on the same hourly basis; see cleaning a fit-out before opening.
What a builders clean costs for a St Helens semi
At the 2021 Census 47.0% of the borough's 81,011 households lived in semis, 28.3% in terraces, 15.8% in detached houses and 8.8% in flats, and 65.0% owned their home. Council building control charges £207.60 to check the plans for a single-storey extension of 10 to 40 square metres and £366.00 for inspections, or £667.20 as a building notice.
A 3-bed semi after an extension or a new kitchen is £332 all in. A post-war semi in Haydock gutted and replastered throughout takes 3 cleaners for 5 hours, £482, and a 4-bed detached house after a refurbishment 3 cleaners for 4 hours, £392. Every total is £30 per cleaner-hour plus £32 for equipment and detergents, and the full price list adds carpets, sofas and outside windows. For the dust itself, see a dust clean after sanding and plastering.

Can the crew park on the yellow line outside our terrace?
Only with the council's dispensation, at £17 per vehicle per day plus the admin fee. Otherwise use a drive, a free space or a resident's visitor voucher: in the resident schemes the first 12 vouchers are free and each covers a whole day.
Will you take the plasterboard offcuts to Ravenhead?
No. The crew does not remove builders' waste or materials; plasterboard and rubble go with the builder or a licensed carrier, who should be able to show a waste carrier's licence.
Do you clean a shared house between tenants?
Yes. A 5-bed HMO after a refurbishment usually takes 3 cleaners for 5 hours, £482 all in, and each bathroom past the second adds roughly an hour and a half of cleaner time.
How much notice does the office need?
About a week's notice is usually enough; Fridays and weekends go first. Email photos or a short video and the office rings or texts between 8am and 7pm to agree crew, hours and date.
