A third of Bolton households (33.2% at the 2021 Census) live in a terraced house, and the council's housing strategy singles out its pre-1919 terraces for low energy ratings. Complete After Builders cleans a 3-bed Bolton terrace after a refurbishment with 2 cleaners for 5 hours: £332 all in.

Bolton's housing: terraces, semis and town-centre flats
At the 2021 Census 33.2% of Bolton households lived in a terraced house, 35.9% in a semi, 17.5% in a detached house and 13.3% in a flat. The Housing Strategy 2025 to 2027 says many homes have low energy ratings, the pre-1919 terraces most of all, and that much of the private stock is ageing and poorly insulated. New windows or a knocked-through front room in one of those houses leaves a particular kind of mess.
Plaster dust in a terrace that age settles on picture rails, deep window boards and the tops of doors, and it works down between old floorboards. The crew starts at the top of the stairs and works down, then dusts again, because fine dust drifts back onto surfaces already wiped. Getting plaster dust out of a home has the method room by room.
The town centre is a different job. In the statistical area round Queens Park and Central ward, 56.7% of households live in flats (50.5% in purpose-built blocks), and 46.6% of homes with a recorded build date went up between 1973 and 1999. Out in the townships it changes again: Horwich (BL6) grew round its railway works and Farnworth round its cotton mills, and both still have long rows of workers' terraces.
Building site hours and noise complaints in Bolton
Bolton Council publishes no standard hours for building work. Its planning enforcement guidance says a site's working hours are normally set by conditions on the planning permission, and where there is no such condition, complaints about site hours go to the Environmental Health team. To act on a complaint, the council needs the neighbour's diary from its nuisance pack, because under the Environmental Protection Act 1990 it has to show the noise is unreasonable and persistent.
The loud jobs, sanding floors and chasing out walls, come before the clean; the crew's day is vacuuming and wiping. If your permission carries an hours condition, mention it when you book so the start time fits.
Skip, scaffold and bay suspension fees in Bolton
In Bolton the skip company applies for the licence, and each one runs for seven days at a time. The council prices street licences by the type of road. These are the 2026/27 fees:
| Seven-day licence | Side street | Traffic-sensitive road | Town centre |
|---|---|---|---|
| Skip, firm on the council's skip register | £12.90 | £16.50 | £37.50 |
| Skip, firm not on the register | £18.50 | £22 | £43 |
| Scaffold, access platform or cherry picker | £39 | £57 | £83 |
A skip put out without a licence is charged £58 for its first seven days, and a scaffold licence has to be renewed every week, with fines of up to £5,000 for breaches. In the town centre, scaffolding goes up and comes down before 8am, after 6pm or on a Sunday.
For the crew's van, a drive or a visitor permit is the easy answer. Where only a pay and display bay will do, a contractor can suspend it for £26.50 plus £7.90 per bay per day, which makes one bay for one day £34.40, with at least two working days' notice. A dispensation to load for longer than the lines allow is £7.90 per vehicle per day, applied for the same two working days ahead.
Where does builders' waste go in Bolton?
Bolton has two household waste recycling centres, Hurstwood Court on Raikes Lane (BL3 2NP) and Salford Road (BL5 1BW). Both are free for residents and take plasterboard a resident has taken out of their own home. A car gets 52 visits a year and a van up to 3.5 tonnes gets 18, with a permit. Neither accepts trade waste. Across Greater Manchester, waste from a tradesperson working on a home counts as business waste and every recycling centre turns it away, so a paid builder cannot tip it under your name.
The bulky collection will not help either. Bolton's crews refuse builder waste, kitchen and bathroom suites, windows, integrated doors and fitted units. So the builder or a licensed waste carrier clears the rubble and old fittings before the clean. Our crew does not take any of it away.
Conservation areas, HMO rules and the town centre plan
Bolton has 26 conservation areas, from the whole town centre to small villages on the West Pennine Moors. Inside them, demolition, outside alterations and some work that would elsewhere be permitted development can need planning permission, so original sashes, stone sills and fireplaces tend to stay. The crew uses mild products on them. Westhoughton (BL5) has one round the old crossroads by St Bartholomew's.
Since 15 November 2025 an Article 4 Direction across the borough means turning a house into a small HMO needs a planning application. A mandatory HMO licence (five or more tenants from two or more households) costs £893.67 for up to nine rooms plus £25.66 for each extra room. On 17 August 2026 the cabinet approved an additional licensing scheme for nearly all the smaller HMOs. It is expected to be fully running in early 2027, at £1,211 per property for five years, and failing to license could bring a fine of up to £40,000. Landlords bringing a shared house up to standard can book the clean room by room.
The town centre is due more homes. A proposed Mayoral Development Corporation, put out to consultation in March 2026, would take in 13 sites with potential for 2,000 new homes, building on schemes at Moor Lane, Deansgate Gardens, Church Wharf and Crompton Place. New blocks mean handover cleans, with dust inside every cupboard and labels on the glass.
Builders clean prices for Bolton homes
The price is £30 per cleaner-hour plus £32 for equipment and detergents, and the smallest job is £212 all in. Usual totals after a refurbishment:
- a 2-bed town-centre flat: 2 cleaners for 4 hours, £272
- a 3-bed terrace: 2 cleaners for 5 hours, £332
- a 4-bed semi: 3 cleaners for 4 hours, £392
- a 3-bed terrace stripped and replastered throughout: 3 cleaners for 5 hours, £482
- a few rooms in a shared house: 2 cleaners for 3 hours, £212
Each bathroom past the first adds roughly an hour and a half, and a new kitchen with tiled walls takes longer than an old one (cleaning a new kitchen or bathroom explains why). The full price list has the add-ons. Email photos or a short video and the office rings back to agree crew, hours and parking.

Can my builder take the rubble to Hurstwood Court?
No. Bolton's recycling centres refuse trade waste, and rubble from a tradesperson working on your home counts as business waste. The builder needs a skip or a licensed waste carrier.
Who applies for a skip licence in Bolton?
The skip company. A seven-day licence on a side street costs £12.90 from a firm on the council's register and £18.50 from one that is not.
Can you clean a shared house room by room?
Yes. Bedrooms, the kitchen, bathrooms and landings can be priced on their own, from £212 all in. The crew does not move tenants' belongings, so empty rooms are quickest.
How much notice do you need for a builders clean in Bolton?
About a week is usually enough. Tell the office the day the trades finish; Fridays and weekends are booked first.
