Building work hours in Westminster and when to book the clean
Westminster lets builders make noise from 8am to 6pm on weekdays and from 8am to 1pm on Saturdays. Sundays and bank holidays are off limits without special permission, and demolition, excavation and piling are not allowed on a Saturday unless the council has agreed it. Anything outside those hours, scaffolding and facade cleaning included, needs out of hours approval; the council aims to answer most requests within 10 working days.
Those hours decide the date of the clean. Book the crew for the first day after the last sanding, cutting or plastering, because fine dust keeps coming down for a day or so after the tools stop. If the programme ends at 1pm on a Saturday, a Monday start is usually the better slot. Fridays and weekends go first, and about a week's notice is normally enough.
Bigger sites, and every new or extended basement, also work under the council's Code of Construction Practice; the revised 2026 code has covered existing sites from 1 September 2026.
Skip, bay suspension and scaffold licence fees in Westminster
The council's charges as shown in October 2026. The builder or skip firm applies; the skip and scaffold must be clear of the front door before the crew carries its vacuums and ladders in.
| Licence | Council charge | Notice and limits |
|---|---|---|
| Skip licence | £91 | Up to two skips for one month; a skip in a bay or on a yellow line also needs a suspension or dispensation |
| Bay suspension, zones A, C and D | £51 for day one, £55 a day for days two to five, £84 a day for days six to 42 | 10 working days; £20 more for short notice; zones B, E, F and G cost slightly more |
| Single yellow line dispensation | £51 for day one, £55 a day for days two to five | At least three days; up to seven days at a time |
| Scaffold or hoarding licence | £648 to £6,371 | Priced by road type and size; working without one can cost up to double |
If the scaffold stays up for snagging, ask for the boards to be swept before the clean: dust left on a gantry blows back in through open sash windows.
Builders' rubble and the Smugglers Way limits
Westminster has no household reuse and recycling centre of its own. Residents use Smugglers Way in Wandsworth, where car visits are booked, or the council's mobile recycling events. A resident arriving by van can leave 100 litres of DIY waste, or one large item such as a bath or a door, free once every seven days. Plasterboard is taken only in very small amounts, and anything over the limit costs £286.70 a tonne with a £154.82 minimum; separated rubble and tiles go to Cringle Dock at a lower rate.
That allowance is for a resident's own DIY, and vans are checked to keep traders out, so rubble, offcuts and old plasterboard from a builder's job are for the builder or a licensed waste carrier to remove; the crew does not take them. On the central shopping streets, Soho included, bags may go out only 30 minutes before collection, so builders' sacks cannot wait on the pavement.
Parking a cleaning crew in Westminster
There are no visitor permits on Westminster streets; visitors pay in pay-to-park bays by app, by phone or with a Parking Card. A crew working at an address can use a daily trade permit, bought per vehicle for the zone of the job: £21.60 in zone C (Harrow Road and Queen's Park), £47.00 in zone A (Knightsbridge, Belgravia and Pimlico), £65.20 in zone E (Mayfair and St James's) and £68.30 in zones F and G (Marylebone, Soho and Covent Garden). It opens resident bays from 8am to 5.30pm and paid bays from 8.30am to 6.30pm. Mansion blocks and estates often run their own bays, so ask the porter first.
Conservation areas, listed buildings and basements in Westminster
The City Plan counts 56 conservation areas covering 78% of Westminster and more than 11,000 listed buildings and structures. Of 8,849 planning applications the council processed in 2022, 1,790 were for listed buildings. In practice that means plaster cornices, ceiling roses, sash windows with dusty boxes and old floorboards in a large share of Westminster homes. The crew dusts mouldings dry before anything wet touches them and keeps water light on old timber; Belgravia is whole streets of this.
Basements are limited by City Plan policy 50 to half the garden, one storey below the lowest original floor, at least a metre of soil on top and no more than 1.8 metres under the street. A basement dig puts fine dust into every room of the house, so it is priced as heavy work: a 4-bed house after a basement usually needs 4 cleaners for 5 hours, £632 all in (a dust clean after sanding and plastering sets out the order of work).
New homes in Westminster: Ebury Bridge, Paddington and Victoria
The London Plan gives Westminster a target of 9,850 net new homes for 2019/20 to 2028/29 and names three opportunity areas wholly or partly in the city: Paddington, for 1,000 homes and 13,000 jobs, Victoria, for 1,000 homes and 4,000 jobs, and Tottenham Court Road, shared with Camden. The council's Ebury Bridge estate rebuild is planned at 779 homes in three phases. Phase one, 226 homes, was finished in December 2024; phase two, 334 homes budgeted at £229 million, was due to start enabling works in early 2026.
A new flat has less plaster dust and more grout haze, silicone on the tiles, film on the frames and a label on every pane; haze across a whole tiled floor is the hard floor deep clean, an extra at £6 a m². For a developer the crew works flat by flat, and the walk-round happens before the keys go. Paddington has the station-side schemes; grout haze and silicone smears covers new bathrooms.

Anything else? Ring 07418 351088.
How much is an after builders clean for a Westminster flat?
From £212 all in, which buys 2 cleaners for 3 hours. A 2-bed flat after a refurbishment is usually £272, and a second or third bathroom pushes the hours up. The full table is on what a builders clean costs.
Can the crew start while the builders finish the top floor?
No. The works must be finished, tools and rubbish out, and water, power and lights on. One more sanding pass puts dust back on everything.
Does the cleaning crew need a trade permit in Westminster?
Only if there is no free space. Westminster issues no visitor permits on street, so the choice is a space you provide, a paid bay or a daily trade permit for the zone. The office goes through parking when it rings to confirm.
Will you take the builders' waste away?
No. Rubble, plasterboard, offcuts and packaging belong to the builder or a licensed waste carrier. Westminster has no tip of its own, and Smugglers Way takes only 100 litres a week of a resident's own DIY waste free from a van.
Do you clean West End offices and shops before they open?
Yes. Commercial premises are £30 per cleaner per hour plus £32 for equipment and detergents; a small office after a fit-out is usually 2 cleaners for 3 hours, £212 all in. See a builders clean for offices and shops.
