Newham has the second-highest housing target in London, 32,800 new homes in the ten years to 2028/29. Complete After Builders cleans those new flats and the Victorian terraces being extended, and a 3-bed house after a refurbishment is usually £332 all in.

Newham homes: Victorian terraces beside new towers
Newham has far more houses than Tower Hamlets across the Lea. At the 2021 Census 31.3% of Newham households lived in terraced houses, against 8.8% in Tower Hamlets, and 52.7% in flats. Most of the terraces are Victorian and Edwardian streets in places like Forest Gate and East Ham, and the building work there is typically lofts, rear extensions, knock-throughs and new kitchens.
The London Plan 2021 gave Newham a target of 32,800 net new homes for 2019/20 to 2028/29 and the Royal Docks and Beckton Riverside opportunity area a capacity of 30,000 homes. The council's Canning Town and Custom House programme, begun in 2000, aims at 10,000 new homes, about 3,500 of them finished or on site. So the borough gives us two different jobs: a terrace full of plaster dust after a loft, and a new flat in Canning Town or Stratford that needs labels, sealant smears and sanding dust cleared before the keys go over.
Building site hours and dust rules in Newham
Newham asks building sites to keep to 8am to 6pm on weekdays and 8am to 1pm on Saturday, with no work on Sundays or bank holidays. A site that wants agreed hours can apply for Section 61 prior consent at least 28 days before work starts, and the council can impose a Section 60 notice. It also expects sites to damp down when cutting or filling skips, wash wheels and sheet loaded lorries, and from 1 January 2025 all non-road machinery on Newham sites has to meet at least EU Stage IV emission standards.
For a house, that usually means the builder finishes on a weekday or a Saturday morning. Book the clean for after the last trade has gone; about a week's notice is usually enough, and Fridays and weekends go first. Damping down keeps dust on site, but inside the house sanding and cutting still leave a fine layer that settles again, which is why the crew dusts every room more than once.
Skip permits, scaffold licences and bay suspensions in Newham
Newham issues skip permits only to firms on its approved skip company list, never to the public, and they take about 24 hours to process. A skip on the road without one can bring a £150 fixed penalty or a court fine of up to £1,000. The skip has to be gone before the crew arrives.
Scaffold and hoarding licence applications must reach the council at least 15 working days ahead, with drawings; a site visit costs £114 if one is needed, a damage deposit is taken and an unlicensed scaffold risks a fixed penalty of up to £150. While it is up, outside glass waits.
Residents can suspend up to three permit or shared-use bays for building works at £23 per bay per day plus a £25 administration fee, through MiPermit at least 10 working days ahead. Contractors who are not Newham residents need a commercial suspension: £50 per bay per day in any residential zone, plus £200 per street for under three days or £400 for three days or more.
Rubble and DIY waste at Jenkins Lane
Jenkins Lane Re-use and Recycling Centre is free for Newham residents and open 7.30am to 5.45pm every day. Vans and trailers have to be booked through the East London Waste Authority, and Luton vans, flatbeds, tail-lift vans and tippers are not allowed. Building waste is restricted: rubble, plasterboard, tiles, kitchen units, bathroom suites, windows, doors and flooring each need a council authorisation letter, and residents get two free restricted-waste days in any 12 months before commercial rates apply. Asbestos is taken double-bagged and wetted, by appointment only.
So the waste is the builder's to clear. Businesses can use the council's commercial waste service, which includes a waste transfer note, or any carrier licensed by the Environment Agency. Our crew does not remove rubble or materials, so check the skip and the front garden are clear the day before.
Trade permits and two-hour bays for a visiting crew
Most paid on-street spaces in Newham have a two-hour maximum stay, and a few allow four, so a full day's clean cannot rely on a pay bay. Inside a residential parking zone a trade parking permit costs £2.53 a day or £12.65 a week; the resident, the owner or the trader can apply, with a dated job letter or invoice on headed paper. It is virtual and does not cover vehicles over 2.3 metres high or 5.3 metres long. Tell the office which zone you are in when you book.
Conservation areas and Article 4 directions in Newham
Newham has nine conservation areas: Durham Road, East Ham, Forest Gate Town Centre, Romford Road, Stratford St John's, Sugar House Lane, Three Mills, University and the Woodgrange Estate. In Durham Road, Romford Road and Woodgrange Road, Article 4 directions mean householders need consent to replace windows, doors or roof materials, to paint or clad walls or to add dormers and extensions, so original sash windows and tiled paths survive there. The crew cleans that glass and joinery by hand and lifts paint flecks only where they will come off.
Newham runs its own building control: with a building notice, work can start two working days after the application, and a full plans application is decided within five weeks. A 3-bed terrace after a loft conversion usually takes 2 cleaners for 5 hours: £332 all in, rising to £482 (3 cleaners for 5 hours) where the plasterers have been through every room. That is £30 per cleaner-hour plus £32 for equipment and detergents; our prices cover every size, and construction dust cleaning shows the order of work.

How much is an after builders clean for a Newham terrace?
A 3-bed terrace after a refurbishment is usually £332 (2 cleaners for 5 hours) and a 4-bed £392 (3 cleaners for 4 hours). Every total includes the £32 kit charge and travel.
Can the crew come on a Saturday after the builders finish at 1pm?
Often, if you book early: Fridays and weekends are the first slots to go. The trades must be finished and their tools and rubbish out before the crew starts.
Will the crew take the rubble to Jenkins Lane?
No. Builders' waste goes with the builder or a licensed waste carrier, and Jenkins Lane restricts rubble and plasterboard even for residents.
Do you clean new-build flats in Newham before handover?
Yes. The crew takes labels off the glass and lifts sealant and adhesive smears where they will come off; every empty cupboard is cleaned inside. Grout haze and silicone smears on new wall tiles and glass are lifted on the same visit where they will come off; haze across a whole tiled floor is the hard floor deep clean, an extra at £6 a m².
Do I need to be at the property?
At the end, yes. Before the crew leaves you walk round with them, and anything you point out is put right there and then.
