Sefton's homes, from Bootle terraces to Southport villas
Census 2021 counts 123,073 households in Sefton: 46.1% in semis, 18.4% in terraces, 16.2% in detached houses and 19.3% in flats, with 67.3% owning their home and 18.2% renting privately. The council's Local Plan describes how different the towns are. Bootle, Litherland and Seaforth grew fast in the 19th century to house dock workers and still have large numbers of dense Victorian and Edwardian terraces. Crosby (L22) mixes large Regency, Victorian and Edwardian houses. Southport is a Victorian resort, and Maghull and Lydiate grew mostly after 1950.
A Bootle terrace after a new kitchen is a compact job with dust in every room of a small house. A Victorian house in Crosby has tall ceilings, cornices and sash boxes that hold sanding dust. A later 20th-century semi in Maghull with a new extension has plaster dust spread across an open ground floor. Typical totals, at £30 per cleaner-hour plus £32 for equipment and detergents:
- 2-bed flat after a refurbishment: 2 cleaners for 4 hours, £272 all in;
- 3-bed semi after an extension: 2 cleaners for 5 hours, £332;
- 4-bed Victorian house after a full refit: 4 cleaners for 5 hours, £632.
The rest of the sizes are on what a builders clean costs.
Construction hours and noise complaints in Sefton
Sefton Council recommends 8am to 6pm on weekdays and 8am to 1pm on Saturdays for construction site noise, with no noisy work on Sundays or bank holidays. It gives priority to complaints about site noise outside those hours, and says daytime building noise is unlikely to be a statutory nuisance it can act on. A developer who wants longer hours than the planning approval allows has to send the planning department a Request to Extend Construction Hours form.
A builders clean is quiet, so these hours matter mostly for the trades before it.
Skips, scaffolds and parking bay suspensions in Sefton
| On a Sefton road | Charge |
|---|---|
| Skip permit, per skip per week | £23 |
| Skip permit in a high congestion area, per week | £43 |
| Scaffold or hoarding up to 10 m, per week | £171 |
| Scaffold or hoarding up to 20 m, per week | £208 |
| Scaffold or hoarding up to 50 m, per week | £310 |
| Parking bay suspension for building work, per 5 m bay per day | £25 |
The skip supplier gets the permit, never the householder or the builder; it lasts up to 7 days, and a skip on the road needs at least four cones, amber lamps at night and its contents damped down or covered. A highway obstruction licence for scaffolding (April 2026 form) runs for six months at most, takes seven days to process and needs £5 million public liability cover. A suspended bay comes with a free dispensation to park in it, and the same £25 per 5 m space per day buys a dispensation on yellow lines; book through the online portal at least four working days ahead.
The crew comes by van and needs a space for the length of the clean. In a Resident Privileged Parking or Permit Parking Area, a tradesperson can buy a Temporary Resident Parking Area Permit through a business account at least three working days ahead, though the council asks for the resident's visitor permit to be used where possible. Resident and visitor permits cost £30 each and last two years, and landlords cannot apply, so an empty flat between tenants may have no permit to lend.
Rubble, paint tins and Sefton's four tips
The crew does not take away rubble, plasterboard or old fittings, and the council's bulky collection will not take them either: the £26 three-item service excludes building material and rubble, soil, bricks, paving flags, tiles, laminate, windows and frames, baths, toilets, fire surrounds, asbestos and tins of paint.
The Merseyside Recycling and Waste Authority runs four tips in Sefton: South Sefton on Irlam Road in Bootle, Sefton Meadows on Sefton Lane in Maghull, Southport on Foul Lane and Formby on Altcar Road. All four take rubble, plasterboard and soil. Paint goes only to Sefton Meadows and Southport, and asbestos only to Southport, by appointment. The council warns that waste a contractor removes counts as trade waste and is turned away, leaving the contractor to dispose of it, and a resident arriving in a van, or with a 2 to 3 metre trailer, books a free slot and has 12 such visits a year.
Businesses must hand their waste to the council or a licensed collector under section 34 of the Environmental Protection Act 1990, and the council runs its own commercial collection and skip hire. Fit-outs before opening are covered on a builders clean for offices and shops.
Conservation areas, HMO rules and new homes in Bootle
Sefton has 25 conservation areas, and six are on the national Heritage at Risk Register: Christ Church in Waterloo, Lord Street, North Meols and the Promenade in Southport, Waterloo Park and West Birkdale. Moor Park and Sefton Village have extra Article 4 controls on alterations. Since an Article 4 direction for the rest of the borough took effect on 15 October 2025 (confirmed on 5 February 2026), turning a family house into a small HMO needs planning permission anywhere in Sefton.
The Local Plan, adopted on 20 April 2017, sets 11,520 homes for 2012 to 2030, about 640 a year. The Bootle Area Action Plan, adopted on 15 January 2026, expects about 1,500 new homes from 2024 to 2040, with sites along Hawthorne Road and the canal able to take around 600, or up to 1,000 if more come forward. A light handover clean of a new 1-bed flat is 2 cleaners for 3 hours, £212 all in; fine dust in a new block's units is covered on construction dust cleaning.

Who gets the skip permit in Sefton?
The skip supplier. It costs £23 per skip per week, or £43 in a high congestion area, and lasts up to 7 days.
Does a rented home in Bootle need a licence?
In the designated part of Bootle, yes: selective licensing covers every privately rented home there from 1 March 2023 to 29 February 2028, at £695 (£150 paid on application). An additional HMO scheme covers parts of Seaforth, Waterloo, Brighton-le-Sands and central Southport until February 2028.
Will the Sefton tips take my builder's waste?
No. Waste a contractor removes is trade waste and is turned away at the household recycling centres; it goes in the builder's skip or with a licensed carrier before the clean.
Can you clean one floor while the builders finish another?
No. Every trade has to be finished, with tools, materials and rubbish out and water, hot water, power and lights on. Dust from the floor still being worked on drifts into the one already cleaned.
How far ahead should I book?
About a week's notice is usually enough, and Fridays and weekends go first. The office rings or texts between 8am and 7pm to agree the crew, the hours and the parking.
