In Waltham Forest 34.7% of households live in terraced houses, the commonest home in the borough, and 12.0% of households live in flats made out of converted houses. Complete After Builders cleans a 3-bed terrace after a refurbishment with 2 cleaners for 5 hours: £332 all in.

Waltham Forest in numbers

Waltham Forest housing: Victorian terraces, conversions and 1930s semis

At the 2021 Census 34.7% of Waltham Forest households lived in terraces, 44.8% in flats of every kind, 16.4% in semis and 4.1% in detached houses; 48.9% owned their home and 27.8% rented privately. The council's Local Plan describes the south and centre as Victorian and Edwardian terraced streets mixed with post-war estates built after heavy bombing, and the north as mostly semis and terraces from the 1910s to the 1940s.

By ward the spread is wide: flats run from 25.1% of households in Valley ward to 64.7% in High Street ward in Walthamstow, and terraces from 13.3% in Endlebury, up in Chingford, to 51.0% in Chapel End. A Victorian terrace after a loft or a kitchen extension keeps its dust in the cornices, on the sash window boxes and down the stairs; a converted flat sends it under old doors into rooms nobody touched. The crew works from the ceiling down and dusts twice. Getting plaster dust out of a home explains why.

Building work hours and section 61 consent in Waltham Forest

Building work that can be heard beyond the site boundary is allowed from 8am to 6pm Monday to Friday and 8am to 1pm on Saturday, with none on Sundays or bank holidays apart from emergency utility, railway and main-road highway works. DIY has no fixed hours; the council asks only for a reasonable time with regard to the neighbours. Contractors on major projects can apply for section 61 consent under the Control of Pollution Act 1974, which the council has 28 calendar days to decide.

The crew comes after the last noisy day, once the trades have gone with their tools and the rubbish. About a week's notice is usually enough; Fridays and weekends go first.

Skip, scaffold and parking suspension fees in Waltham Forest

LicenceWaltham Forest charge
Skip on the road£155 for up to 14 days, two working days' notice; registered skip firms only; skips no bigger than 5 by 2 metres
Scaffold or hoardingfrom £660 per 30 days for up to 25 square metres of highway, up to £4,000 for larger areas; ten working days
Building materials on the road£155 for 14 days, only where there is nowhere else to store them
Parking bay suspension£100 per 5-metre bay per day plus a £120 application fee
Parking dispensation£75 for the first day, £65 for each further day; apply 14 days ahead

The scaffold and materials fees have applied since 18 February 2026. A skip in a restricted bay also needs a suspension. For the clean itself the skip can stay on the road, but the rubble has to be out of the house: the crew cleans empty rooms and does not move builders' waste.

Parking a cleaning crew: trader permits and visitor hours

Controlled zone hours vary across the borough, from 10am to 4pm on weekdays in some zones to 7.30am to 10.30pm every day in others. Residents book visitors through MiPermit by the hour, £1.20 an hour from 1 July 2026, and in a zone controlled for more than eight hours, eight hours covers the whole day. The council's own advice for a trader visiting for one day is a business visitor permit (£2.60 an hour for one zone) or the resident's visitor time. A resident trader permit, £80 for 7 days or £230 for 28, is meant for longer jobs like the build itself.

Low traffic schemes in Walthamstow Village, Blackhorse and round Hoe Street and Wood Street mean the van's route to your door may not be the obvious one, so give the office the nearest open road when it rings to confirm.

South Access Road, Kings Road and the DIY waste limit

The North London Waste Authority runs both tips. South Access Road in Walthamstow (E17 8AX) opens 9am to 4pm daily and takes plasterboard, bricks and rubble from residents; Kings Road in Chingford (E4 7HR) has the same rules for DIY waste. Each household may bring two 50-litre bags of DIY waste four times in any four weeks, vans, trailers and pick-ups must book, and trade waste is refused. Leftover water-based paint is taken for reuse; solvent-based paint counts as hazardous. South Access Road also gives away reclaimed bricks, slabs, tiles and timber.

Waste from a builder's work is trade waste, which both sites refuse, so it goes with the builder or a licensed waste carrier before the crew arrives.

Conservation areas, licensing and 27,000 new homes

Waltham Forest has 15 conservation areas, and Article 4 directions remove householders' permitted development rights in nine of them, among them Walthamstow Village, Leytonstone, Orford Road and Chingford Green, plus the Highams Area of Special Character in Highams Park. Original sashes and front doors survive there, and the crew treats old glass and joinery gently.

Landlords face two schemes: selective licensing in 20 of the 22 wards from 1 May 2025 to 30 April 2030, and borough-wide additional licensing for small shared houses from 1 April 2025. A refit to meet licence conditions still ends with a builders clean before the flat is ready to let.

Local Plan Part 1, adopted on 29 February 2024, aims for at least 27,000 new homes by 2035, about 1,800 a year. The council lists the Forest Road Corridor for at least 1,800 homes, 17 and Central on The Mall for 500 and The Chain E17 for 518. Commercial after builders cleaning covers handovers on new blocks and shop units.

Waltham Forest builders cleans: common questions

Anything else? Ring 07418 351088.

How much is an after builders clean in Waltham Forest?

From £212 all in, which is 2 cleaners for 3 hours. A 2-bed flat after a refurbishment usually takes 2 cleaners for 4 hours: £272. Every job is £30 per cleaner-hour plus £32 for equipment and detergents, and our prices shows the other sizes.

Which parking permit should I get for the cleaners?

For a one-day clean the council suggests the resident's visitor hours or a business visitor permit. A drive or a free space is simplest; paid parking is passed on at cost.

Can I take the builders' rubble to South Access Road?

Only your own DIY waste, two 50-litre bags four times in four weeks. Trade waste is refused, so a builder's rubble needs a licensed waste carrier.

Can the crew clean while the decorator finishes?

No. The works must be finished in every room, with tools and rubbish out and water, hot water and power on.

Will paint spots on the floor come off?

The crew tries each one with the right product for the floor and tells you on the day what will not shift. Photos beforehand help it bring the right products.
