Builders clean prices for Kingston semis, flats and family houses
At the 2021 Census the borough's households split into flats (38.3%), semis (31.7%), terraces (17.2%) and detached houses (12.6%), and 60.9% owned their home. Outside the town centre, many builders cleans follow an owner's extension, loft or new kitchen in a family house.
The rate is £30 per cleaner-hour plus £32 for equipment and detergents, and the smallest job, 2 cleaners for 3 hours, is £212 all in. Worked totals for a standard refurbishment:
- 2-bed flat: 2 cleaners for 4 hours, £272
- 3-bed semi: 2 cleaners for 5 hours, £332
- 4-bed detached house: 3 cleaners for 4 hours, £392
- 5-bed house: 3 cleaners for 5 hours, £482
The crew gets bigger on bigger houses, so the day stays about the same length. Each bathroom past the first adds about an hour and a half of cleaner time. Add-ons and lighter or heavier jobs are on our prices.
Building hours and noise in Kingston
Kingston's noise pages do not set out standard building hours. The council says it can act on building-site noise only when it falls outside the working hours specified for that site, and where it finds a statutory nuisance it serves an abatement notice; breaking one can mean a fine of up to £5,000, or £20,000 for a company.
So ask your builder which hours the site is allowed to work and when the last noisy, dusty job is planned. Book the crew for after that. About a week's notice is usually enough; Fridays and weekends book up first. Fine dust keeps settling for hours after sanding stops, which is why the crew dusts every surface more than once.
Skips on the drive, scaffolds and parking suspensions
With so many semis and detached houses, a skip can often go on the drive, and a skip on private land needs no licence at all. On the road, the licence goes only to the skip company and costs £153.48 per skip for 28 days, renewable at the same price.
Scaffolding on the highway is licensed only to scaffold firms, at £339.90 per 28 days on a minor road or £391.40 on a major road, plus a refundable deposit of at least £422.30. A hoarding needs a licence on the same terms even when it stands on private land next to the pavement.
A parking suspension costs £41 per five-metre space per day with more than a week's notice, or £61.60 with less; in town-centre zones A and A1 it is £61.60 or £82.10. Weekend days you do not need are not charged, and the spaces can be up to 75 metres from the house.
Whatever is on the drive, it has to go before the cleaning day. The crew does not clean round a skip, a pallet of blocks or a pile of offcuts, and the van needs somewhere to stop.
Will the Villiers Road tip take builders' waste?
The crew does not take away rubble, old fittings or offcuts, and Kingston's tip will not take most of them either. Villiers Road household reuse and recycling centre (KT1 3GZ) is for booked Kingston residents only: up to 20 visits a year by car, 12 by van or trailer, and nothing over 3.5 tonnes or 5 metres long.
Each visit can include at most six bags of soil, hardcore, rubble and plasterboard combined. Waste from contractors working in a home, waste from a rented-out property and any larger amount of DIY waste all count as trade waste and are refused, as is asbestos. A landlord's refurbishment waste therefore has to go with the builder or a licensed waste carrier. What the crew deals with is what is left after them: construction dust cleaning, then paint spots and the film on new tiles, lifted where they will come off.
Parking a crew: visitor vouchers and contractor permits
Kingston households can buy visitor vouchers without holding a resident permit, though not every zone or permit area has them. They are sold in packs of at least 10 sessions: £1.80 for 6 hours or £3.60 for 24, which covers a cleaning crew's van for the day. Paid bays cost between £2.30 and £3.90 an hour on rates set from 11 April 2025, with maximum stays from one hour in Tolworth to four in zones C, H and N.
The contractor permit (£48.70 for three months, up to two per address) is for building work lasting more than three weeks, and checked applications can take up to 10 working days. Your builder may already hold one; a one-day clean does not need it.
Conservation areas, licensing and new homes
Kingston has 26 conservation areas, covering about 9.4% of the borough and around 10,000 addresses, from Kingston Old Town to Old Malden and Coombe Hill. The council's Article 4 directions are narrow (the Seething Wells filter beds, two lodges and commercial-to-residential changes) and none covers home extensions. For landlords, Kingston licenses only HMOs of five or more sharers and runs no additional or selective scheme.
In period streets, the Victorian villas and terraces of Surbiton and the houses round Ham Common in Ham (KT2), just over the Richmond boundary, get slow work on original glass and floors. The Edwardian and inter-war semis of builders cleans in New Malden and the 1930s and post-war houses of Chessington have plainer detail.
The London Plan gives Kingston an opportunity area with room for 9,000 homes and sets the borough a target of 9,640 net new homes for 2019/20 to 2028/29. Round the town centre, 24.4% of the homes with a recorded build date in the council tax stock are from 2000 or later, and new flats like those need cleaning a new kitchen or bathroom before the first tenant.

Anything else? Ring 07418 351088.
Do I need a skip licence if the skip is on my drive?
Not in Kingston: a skip on private land needs no licence. It still has to be collected before the clean so the crew can work and park.
Can a landlord take refurbishment waste to Villiers Road?
No. Kingston counts waste from rented-out properties and from contractors as trade waste and refuses it, so the builder or a licensed waste carrier must take it.
How do I park a cleaning crew in a Kingston CPZ?
The simplest route is a visitor voucher: a 6-hour session is £1.80, and you do not need a resident permit to buy them. Otherwise a free space on your drive.
How far ahead should I book?
About a week is usually enough, and Fridays and weekends go first. Send photos or a video by email so the office can confirm the crew and hours; a site visit for large or unusual jobs costs £20.
