Tower Hamlets homes are mostly flats in blocks
The 2021 Census counted 87.8% of Tower Hamlets households in flats, with 80.7% of all households in purpose-built blocks, and only 8.8% in terraced houses. For a builders clean that means booking the service lift, signing in with the concierge or caretaker and carrying the kit along shared corridors.
The oldest council blocks go back to the 1890s. The Boundary Estate near Shoreditch, built by the London County Council between 1894 and 1900, is 20 five-storey blocks round Arnold Circus. Blocks of that age often have stairs and no lift, and plaster dust from a kitchen refit settles on picture rails, door tops and deep window sills.
The GLA's 2025 pen portrait of the Isle of Dogs and South Poplar opportunity area counts about 8,000 homes finished from 2019 onwards and 18,246 more in the pipeline, against a London Plan capacity of 29,000; Poplar Riverside adds about 1,550 homes on the Aberfeldy Estate and 1,200 on the Teviot Estate. A new flat in Canary Wharf or on the Isle of Dogs comes with sanding residue in the drawers, sealant smears on the shower glass and a label on every window. Shops and offices under the towers need a builders clean for offices and shops before they open.
Noisy work hours in Tower Hamlets and when to book the clean
The council allows noisy building work from 8am to 6pm, Monday to Friday; noisy work at weekends or on a bank holiday needs its approval first. Schemes approved after April 2023 come under the Code of Construction Practice 2023, with no Saturday work without a Section 61 dispensation and construction vehicles moving only from 9am to noon and 2pm to 5.30pm on weekdays.
So most domestic jobs finish on a weekday afternoon. Book the clean for after the last trade has packed up and the skip has gone. About a week's notice is usually enough, but Fridays and weekends go first: if the builder promises a Thursday finish, ask for the Friday early. Fine dust settles again after the first wipe, which is why the crew dusts each room more than once.
Skip, scaffold and bay suspension licences in Tower Hamlets
A skip on the road needs a council licence, and Tower Hamlets treats getting one as the job of the household or the building contractor. The 2026/27 charges are £33 for up to 7 days, £71 for 8 to 14 days and £79 for 15 to 28 days, plus £63 a day for each parking space the skip takes up, with 7 working days' notice. The skip has to be collected before the crew arrives: nobody can clean a hallway while rubble is still going out through it.
Scaffolding and hoardings need their own licence, applied for at least 10 working days ahead by a firm whose scaffolders hold CISRS cards. While a scaffold is up the crew cleans the inside of the glass, frames and tracks, and outside window cleaning waits until it comes down.
Suspending a parking bay for building work costs a £200 non-refundable application fee plus £90 per bay per day. The council needs at least 7 working days to set it up and full payment 7 working days before it starts.
Builders' rubble and plasterboard: what the council will not collect
Leftover building waste is a common reason a clean cannot start on time. Tower Hamlets' free bulky collections (two a year, up to five items each) exclude rubble, plasterboard, tiles, fittings and any waste produced by contractors. The reuse and recycling centre on Yabsley Street, E14, is for residents only and refuses plasterboard, asbestos and trade waste; bricks and other DIY waste are capped at one car-boot load a month, and sign-written vans are turned away.
So the builder, or a licensed waste carrier, takes it. Our crew does not remove builders' waste, rubble or leftover materials. The council can fine a householder £600 for handing rubbish to someone who is not an authorised carrier, and the fly-tipping penalty rose from £400 to £1,000 in May 2024, so ask who is taking the waste before the builder's last day.
Parking for a cleaning crew in Tower Hamlets
Controlled parking is grouped into four parent zones: A around Bethnal Green, B around Bow, C around Shadwell and Stepney and D around Poplar and Crossharbour. Most sub-zones are controlled 8.30am to 5.30pm on weekdays, but resident bays west of Brick Lane are enforced 8.30am to 10pm every day, which catches flats in the Spitalfields streets between Brick Lane and the City.
A resident can buy a one-day visitor voucher for £3.90 through an online parking account. Owners who do not live at the address and landlords who rent it out cannot have vouchers at all, so say so when you book a flat in Bethnal Green, Whitechapel or anywhere else in the borough and the office plans the parking with you. Contractor permits, from £544 to £879 for three months, are meant for the trades.
Conservation areas, mansard roofs and Article 4 in Tower Hamlets
Tower Hamlets has 58 conservation areas, each with an adopted character appraisal. In five of them (Clinton Road, Driffield Road, Medway, Ropery Street and Tredegar Square) council guidelines allow mansard roof extensions on suitable houses. A mansard is one of the dustiest jobs we clean after: the old roof usually comes off, and dust from the new top floor drifts down the stairwell into every room. The crew starts at the top and treats sash windows, cornices and old floorboards gently.
Two Article 4 directions matter to landlords and developers: from 1 January 2021 a new small HMO needs planning permission inside the direction area, and from 18 August 2022 so does turning Class E premises into homes in defined areas. The council's building control charge for a single-storey extension of 10 to 40 m² is £1,551.60 in 2026/27.
A 3-bed terrace after a mansard or loft conversion usually takes 2 cleaners for 5 hours: £332 all in, or £482 with 3 cleaners for 5 hours where plaster has gone down on every floor. That is £30 per cleaner-hour plus £32 for equipment and detergents; the full price list covers other sizes, and getting plaster dust out of a home shows the order the crew works in.

How much does an after builders clean cost in Tower Hamlets?
Most jobs here are flats: a studio or 1-bed after a refurbishment is £212 (2 cleaners for 3 hours) and a 2-bed is £272. Every total includes the £32 kit charge and travel.
Can the crew clean while the builders finish the last room?
No. The works must be finished everywhere, with tools, materials and rubbish out and water, power and lights on, or dust from the last room lands on surfaces already cleaned.
Will the crew take the old plasterboard and tiles away?
No, that is the builder's or a licensed waste carrier's job. The council's bulky collections exclude it and the Yabsley Street centre refuses plasterboard.
Do you clean new-build flats before handover?
Yes. The crew takes labels off the new glazing, lifts sealant smears where they will come off and clears sanding dust from inside cupboards and drawers.
How far ahead should I book?
About a week is usually enough; Fridays and weekends book up first. The office confirms crew, hours and arrival between 8am and 7pm, and a 50% deposit by card or bank transfer secures the date.
