Noisy work hours in Richmond and timing the clean
Richmond Council keeps noisy construction to 8am to 6pm from Monday to Friday and 8am to 1pm on a Saturday; Sundays and bank holidays are off limits, and every site should follow the council's construction code of practice. They are not meant for a one-off short job or DIY.
The clean comes after the last noisy day. A floor sanded on the final Saturday morning leaves fine dust in the air for hours, and it lands on whatever has just been wiped, so book the crew for the following week. About a week's notice is usually enough, though Fridays and weekends fill first.
Skip, scaffold and bay suspension fees in Richmond
A skip on a Richmond road needs a licence costing £75.50, which lasts up to three weeks and takes up to three working days to issue. Put the skip in a controlled parking bay and the council adds a £150.10 administration charge and a daily charge for the bay, with two working days to process it and five calendar days to put the suspension signs up. On the fees in force from 1 April 2026, scaffolding costs £293.50 for the first four weeks and £200 for each four weeks after that, plus a £132 inspection charge, and a hoarding or materials licence is £200 for the first four weeks. The skip should be gone by the morning of the clean: nobody can keep a hall clean while rubble is still going into a skip outside the door.
Suspending a bay for the cleaners' van rarely makes sense: £160.80 in administration plus £53.10, £34.10 or £13.60 per bay per day by zone, with at least seven working days' notice. Residents of a controlled zone can buy trader permits for someone working at their home at £17.65 for ten scratchcards or £1.80 a booked session in most zones, rising to £35.30 and £3.55 in Richmond Town and Richmond Hill; they are not valid in pay and display bays or car parks. Where there is no free option, paid parking is passed on at cost.
Townmead Road, rubble and who clears it
The borough's main tip is the Townmead Road Reuse and Recycling Centre in Kew, TW9 4EL. Residents have to book a slot, and only small vans with a load space up to 1.7 by 1.5 by 1.2 metres are let in. Rubble, tiles, plasterboard, bathroom suites and fitted kitchens go in free only if the householder did the work without paying anyone, and then only two 50-litre bags or one item per visit, four times in four weeks. Everything else costs £227 a tonne with a £46 minimum, at prices valid to 31 March 2027. Tradespeople need no booking but must show a waste carrier's licence, and their hours are 8am to 3.30pm on weekdays.
The council's bulky item collection (£85 for up to five items) takes nothing from basements or down steps. In practice the builder or a licensed waste carrier takes away the rubble, offcuts and empty tubs, and the cleaning crew starts once that is done. The crew does not remove waste, wash walls or work round trades who are still on site.
Conservation areas, basements and planning in Richmond
Each of the 85 conservation areas has its own statement, and homes inside one, or under an Article 4 direction, may need planning permission for extensions or alterations that would be permitted development elsewhere. Barnes Green was one of the earliest, designated in January 1969.
Basements are the strictest case. Every basement needs planning permission and building regulations approval, plus a Construction Management Statement covering parking, noise, dust and vibration; the council may refuse one that takes up more than half the front or back garden. Its own building control charges for 2026 are £1,069 for a building notice on an extension under 40 square metres and £1,050 for a loft conversion of that size.
For the clean, a conservation street means original sashes, cornices and old boards, so the crew vacuums dust out of the sash runners and boxes, takes the cornices first and uses a mild product on period floors. A basement dig is the heaviest job there is, because the dust climbs the stairs into every room. A 4-bed house after a basement and a full refurbishment usually needs 4 cleaners for 5 hours, £632 all in; the page on getting plaster dust out of a home shows the order the crew works in.
New homes: Twickenham Riverside, Ham Close and small sites
The London Plan gives the borough a ten-year target of 4,110 net new homes for 2019/20 to 2028/29 and expects 2,340 of them on small sites: infill houses, flats over shops and conversions. Two regeneration schemes are bigger. On the Twickenham riverside, demolition gave way to groundworks and piling in March 2026, and the council expects 45 homes (half affordable) and new public space by winter 2027. Ham Close is being rebuilt as 452 homes, and the first block of its 70-home first phase topped out in November 2025.
A handover clean in a new flat is lighter than a refurbishment: fine dust inside cupboards, protective film, paint and labels off new windows and grout haze on new wall tiles. Haze across a whole tiled floor is the hard floor deep clean, an extra at £6 a m². A new 2-bed flat often takes 2 cleaners for 3 hours, £212 all in.
Builders clean prices for Richmond houses and flats
At the 2021 Census 39.9% of Richmond upon Thames households lived in flats, 26.6% in terraces, 25.0% in semi-detached houses and 8.3% in detached houses, and 62.4% owned their home. In Teddington, Barnes and South Twickenham wards more than half of households live in houses, and houses mean stairs, landings and more bathrooms.
A 3-bed terrace after a refurbishment usually takes 2 cleaners for 5 hours: £332 all in. A 4-bed semi takes 3 cleaners for 4 hours, £392. Big houses get a bigger crew, so the hours stay about the same. Every extra bathroom adds roughly an hour and a half of cleaner time on tiles, grout and screens (see kitchen and bathroom cleaning). The sum behind each figure is £30 per cleaner-hour plus £32 for equipment and detergents, and the full price list gives it for every size.

Can the crew start downstairs while the decorator finishes the top floor?
No. Every trade has to be finished, with tools and rubbish out and water, power and lights working, or the dust from upstairs settles on rooms already done.
Who takes the builders' rubble to Townmead Road?
The builder or a licensed waste carrier. Townmead Road takes free rubble only from householders who did the work themselves, so a paid builder's waste goes as trade waste.
What parking does the crew need in Richmond?
A free space on the drive or a permit for the van. In a controlled zone residents can buy trader permits by scratchcard or pay-as-you-go session; if there is no free option, paid parking is passed on at cost.
Can you price the job without coming round?
Usually, yes. Photos or a short video by email are enough for most houses and flats. For a large or unusual job, such as a basement and a full house together, a site visit costs £20.
Do you clean the outside of the windows?
Only as an extra, and only where the glass can be reached safely from inside or from the ground. Outside windows start at £66 for the smallest homes.
